1.2 competitor rules

1.3 Rules of Competition:

1.6 network balance
You don't need to use the network balance rule, but you should use the PING balance rule as long as one of the groups needs it. The average ping between the two sides on the server does not exceed 55 ms. Ping value must be measured in the game, not with tools such as HLSW. Frame dropping and stagnation cannot be the reason for not competing on a server, only the ping value is the real decisive factor. If the average ping difference between the two parties is within 55ms, you can use the server. If only one server meets the requirements of the ping rule, then the first half of the game must be played on this server.
