Chapter I Competition
The whole "basketball rules" refer to male coaches, players, referees and so on. There is no gender discrimination. Obviously, it also applies to women, so it is only written for convenience.
The first definition
There are two teams in each basketball game, and each team has five players. The purpose is to throw the ball into the opponent's basket to score, to prevent the opponent from getting the ball or scoring. You can pass, throw, hit, roll or dribble in any direction, but you must abide by the following rules.
Chapter II Dimensions and Equipment
Second pitch size
First, the stadium is a three-dimensional rectangular plane with no obstacles.
2. For the main official competitions of FIBA (see Section 5 of the Official Competition Procedures), the size of the stadium is: 28m long and 15m wide, and the measurement of the stadium starts from the inner edge of the boundary line.
Second, the basketball basket includes the hoop and the net.
1, the hoop shall be made according to the following requirements:
(1) solid iron bar with an inner diameter of 0.45m (45cm) and painted orange;

A, they should have exactly the same rebound characteristics as the fixed ring. The constant pressure device should ensure these characteristics and protect the basket and backboard. The design and manufacture of the hoop can ensure the safety of the players;
B, those with constant locking device, when the static load applied to the top of the hoop farthest from the hoop is less than 105 kg, the constant pressure device shall not be loose;
C. When the constant pressure device is turned on, the hoop rotates downward, and the included angle with the original horizontal position shall not exceed 30 degrees;
D, open the constant pressure device, no longer apply load, hoop should be transported back to its original position.
2. The basket is made of white thread and hung on the basket; Its structure should enable the ball to pass through the basket with a short pause. The clear length is not less than 0.40 m (40 cm) and not more than 0.45 m (45 cm).

Third, the material, size and weight of the ball.
1, the ball is round and is recognized as dark orange;

7. The home team should prepare at least two used balls that meet the above specifications. The referee is the only appraiser to determine whether the ball meets the standard.
If the above ball is not suitable for competition, he can choose the ball provided by the visiting team or the players used by the two teams for pre-match preparation activities.
IV. Special Equipment The home team provides the following special equipment for the use of referees and their assistants:
1, game clock and stopwatch
(1) Provide the timekeeper with the game clock and stopwatch.
(2) The game clock is used to record each stage of the game and the interval between each stage, and it is placed where everyone can clearly see it.
(3) The stopwatch is used to record the pause time.
(4) If the master clock rotates above the center of the competition field, synchronous slave clocks should be set on the ground at both ends of the competition field. The second clock of each synchronization should show the score and the remaining game time. Everyone involved in the game must clearly see these synchronized auxiliary clocks.
2.30 second device
(1) This equipment is operated by a 30-second timer and manages the 30-second rule;
(2) The device is automatic and countdown, and the time is expressed in seconds;
(3) The device shall have the following functions:
A, when both sides don't control the ball, there is no display on the equipment;
B. When the ball is declared out of bounds and it is not necessary to reset the equipment within 30 seconds, the equipment can then continue counting from the stop time.
3. Signals According to the rules, at least two independent signal devices should be provided, which can emit obviously different and very loud sounds;
(1) One is the timekeeper's signal (which sounds automatically at the end of each quarter and half an hour), and the recorder's signal is the same signal (only during the dead ball, the recorder controls the sound to attract the referee's attention);
(2) One is a 30-second timer signal (it will automatically sound after 30 seconds).
4. Recording board The recording board should be clearly seen by everyone related to the game (including the audience).
5. Record Form The record form must be approved by FIBA and filled in by the recorder according to the rules and regulations before and during the competition.
6. Signs of player's foul times shall be handled by the recorder. These signs shall meet the following requirements:
(1) The signboard is white, and the minimum number on the signboard is: length 0.20m (20cm), width 0.10m (10cm);
(2) For a 2× 20-minute competition, use signboards with numbers 1 to 5 written on them, with numbers 1 to 4 in black and numbers 5 in red;
(3)4 x 12 minutes, use signboards with numbers 1 to 6 respectively, with numbers 1 to 5 in black and 6 in red.
7. Team foul marks Two team foul marks shall be prepared for the recorder according to the following requirements:
(1) They are red;
(2) The width is 0.20m (20cm) and the height is 0.35m (35cm), preferably triangular. When they are put on the recording table, everyone who participates in the competition should see them clearly.
Note: Electronic or lighting equipment can be used, but the above requirements must be met.
8. Team foul indicator is an appropriate tool to display the number of team fouls.
The device should stop when the team fouls (8 times for a 2×20-minute game; For 4 X 12 minutes, it is 5 times), indicating that a team has reached the state of being punished (the 58th time).

Chapter III Staff and Their Duties
Article 5 Referees and their assistants
1. The referee includes a referee and a deputy referee, and the timekeeper, recorder, assistant recorder and 30-second timekeeper are their assistants.
Second, you can also have a technical representative present. The duty of the technical representative in the competition is mainly to supervise the work of the staff of the record desk and assist the referee and the deputy referee to make the competition go smoothly.
3. Referees and their assistants should guide the competition according to the rules and the official interpretation of the rules determined by the FIBA World Technical Committee.
Fourthly, it is important to emphasize that the referee and the deputy referee of a match must not have any connection with the organizations of both sides of the match.
Five, the referee and his assistant or technical representative have no right to agree to change the rules.
Six, the referee (referee and deputy referee) clothing is:

Article 6. Power of referee
First of all, the referee should check and approve all the equipment used in the game;
Second, he should specify the official game clock and confirm the timekeeper, recorder, assistant recorder and 30-second timekeeper;
Three, he shall not allow any player to wear items that are dangerous to other players (see paragraph 6 of Article 13);
Fourth, he will perform a jump ball in the middle circle to start the game;
If the referee has different opinions on whether the basket in the ball is effective, the referee will make the final decision.
He has the right to stop the game when the situation requires. If the team refuses to play after receiving the notice, or its behavior hinders the game, he also has the right to judge the team to abstain;
Seven, at the end of every half hour and each tie breaker, or whenever he thinks it is necessary, he should carefully check the record table and check the score to determine the remaining game time;
Eight, after any discussion with the technical representative and/or the recording desk personnel, he always makes the final decision;
Nine, the referee has the right to decide matters not clearly stipulated in these rules.
Article 7 Time and place of judgment
1. The referee has the right to announce the judgment of violating the rules, whether on or off the court.
Second, they must arrive at the venue 20 minutes before the scheduled start of the competition, that is, they will begin to exercise their rights. After the game is over, the referee's contact with the game is terminated with the consent of the referee and his signature on the record.
Third, the penalty for breaking the rules at halftime should be implemented according to the relevant provisions.
4. If a player, coach, assistant coach or player commits any unethical behavior at the end of the game time and during the signing of the record, the referee must indicate what happened on the record and ensure that a detailed report is submitted to the responsible department, which will deal with it appropriately and seriously.
Five, any referee has no right to revoke or question another referee within the scope of their respective functions and powers as stipulated in these rules.
Note that at the end of the game, if there is any doubt about the exact termination of the game time (for example, the timekeeper fouls, fights for the ball or fails to stop the game timing after a foul), the referee should:
First of all, discuss with each other immediately at the following time to determine the exact time left in the game:
1, when throwing basketball; or
2. When a violation, ball game or foul occurs.
2. If further consultation is needed, the referee should seek the opinions of the technical representatives of the venue and listen to the statements of the staff at the recording desk. The referee will make the final decision.
3. If a foul occurs in the second half, or at the same time or before the end of the deciding game, a deciding game is needed after the penalty kick is completed, then all fouls that occur before the penalty kick is completed after the signal of the end of the game time are regarded as fouls during the break of the game and punished according to the corresponding provisions.
4. If one of the teams protests, the referee shall immediately report the incident to the competent department.
Article 8 Definition of the responsibility for refereeing violations:
Foul: Any foul or illegal act committed by an athlete or coach.
I. In case of violation:
1, the referee should blow the whistle and make appropriate gestures to stop the game clock and turn the ball into a dead ball;
2. Then complete the gestures in turn according to the gesture requirements determined in the referee's manual;
3. Then according to rule 3 1, the opponent is awarded a foul ball.
Second, when an intrusion foul occurs:

Article 9 Responsibilities of the Recorder and Assistant Recorder
One,
1, the recorder should register the names and numbers of the players who played at the beginning of the game and all the substitutes. When it is found that the submitted player list, substitute player list or player number violates the provisions of these rules, it is necessary to notify the nearest referee as soon as possible;

3. He should record the number of trespass fouls and technical fouls of each player. When any player is convicted of a fifth foul (2 X 20 minutes) or a sixth foul (4 X 12 minutes), he shall immediately notify the referee. 5. When the timekeeper indicates that the pause time reaches 50 seconds, the recorder will signal the referee;
6. He wants to show the number of fouls of each player. Whenever a player commits a foul, he should raise a sign consistent with the number of fouls of the player and make it visible to both coaches;
7. He will use the team foul sign as follows:
(1) For a 2 X 20-minute game: After the 7th player of a team fouls, when the ball enters the game state, put a red team commitment sign at the end of the scoreboard near the team seat;
(2) Duration of 4 X 12 minutes: After the fourth foul of a team in a quarter, when the ball enters the game state, stick a red team foul sign on the end of the record table near the team seat;
8. He will implement the replacement according to Article 32;
9. The recorder's signal can neither stop the game clock or the game, nor make the ball a dead ball. What he should pay attention to is that the signal can only be sent out when the ball is dead, the game stops and the ball enters the game state again.
Second, the assistant recorder should manipulate the recording board. His duties shall not interfere with or conflict with the duties of other recording desk personnel.
Basketball Rules 10 Duty of Timekeeper
First, the timekeeper should master the running and stopping time of the competition time according to the provisions of these rules;
Second, the timekeeper should pay attention to the start time of every half hour and notify the referee more than 3 minutes before the start of the game, so that the referee can inform the team or notify it by other means;
Three, each pause, the timekeeper should start the stopwatch, and notify the recorder to signal when the pause time reaches 50 seconds;

Six, the timekeeper signal makes the ball a dead ball and stops the game timing.

Chapter IV Athletes, Substitutes and Coaches
Article 12 Teams Each team shall be composed according to the following requirements:

Article 13 Players and substitutes
A, during the game, each team should have five players on the field, and can be replaced according to the rules.
2. A team player is a player on the field, and he has the right to participate in the competition. Off the field is a substitute.
Third, the referee calls the substitute player in and he becomes a player; When the referee calls a substitute, the player becomes a substitute.
Four, the player's clothing should be equipped according to the following requirements:
1. Monochrome vests on the front and back (striped vests are not allowed).
(1) Edge sealing is allowed on both sides;
(2) The hemming should be vertically concentrated under the armpit, with the widest hemming of 0.03m (3cm) on each side and the width of the general contractor edge of 0.06 m (6 cm) on both sides;
(3) The width of the decorative edge at the neckline or sleeve opening of the vest shall not exceed 0.03m (3cm). In the competition, male players must put their vests into their shorts.
T-shirts can be worn under the vest, but they should be the same color as the vest.
3, the front and back are the same monochrome shorts, but not necessarily the same color as the vest.
(1) Accessories are allowed to be added;
(2) The maximum width of vertical decorative edges on each side is 0.03m (3cm), and the total width of decorative edges on both sides is 0.06 m (6 cm);
(3) The width of the decorative edge of the trouser leg opening shall not exceed 0.03m (3cm).
It is allowed to wear tight underwear longer than shorts, but the color should be as single as shorts.
Five, the number before and after each player's vest must be clear, monochrome, and there is a clear difference with the color of the vest. The code should be eye-catching and:
1, and the number on the back is at least 0.20m (20cm) high;

4. Teams should use numbers between 4 and 15;

6. The referee shall not allow any player to wear equipment that is dangerous to other players.

Seven, all the equipment used by athletes must meet the requirements of the basketball game. It is not allowed to use any equipment used to increase the height or ability of players, or to obtain illegitimate interests in any other way.
Any other equipment not explicitly mentioned in these rules must first be approved by the FIBA World Technical Committee.

Article 15 Responsibilities and Powers of Coaches
First, at least 20 minutes before the scheduled start of the game, the coaches of both sides should send a written list including the names and numbers of participating players, as well as the captain, coach and assistant coach to the recorder.
Two, at least before the start of the game 10 minutes, the coach should confirm the name of the registered team members, the number and the name of the coach, and sign the record. Also indicate the five players who started playing. The coach of Team A should deal with this first.
3. Only the coach or assistant coach can ask for suspension.
4. When the coach or assistant coach wants to change a player, the substitute player must report to the recorder and request to change, and must prepare for the game immediately.

Six, if the coach can't continue to work, and there is no assistant coach registered on the record form (or assistant coach can't continue to work), the captain can be a coach. If the captain has a good reason to leave, he can continue to be a coach. However, if you have to leave because you are disqualified, or you can't be a coach because of injury, the team member who replaces him as the captain will replace him as a coach.
Seven, in the competition, only the coach whose name is registered on the record table is allowed to stand.

Chapter V General Rules of Time
16 The competition time can be divided into:
One, two and a half hours, 20 minutes every half hour;
Two or four periods, each period 12 minutes. The rest time between the first and second sections, the third and fourth sections is 2 minutes respectively;
3. Half-time break 10 minute or 15 minute:
1 is decided by the local organizer, but the decision must be notified to all relevant personnel at the latest one day before the scheduled competition (tournament).
2. If there is only one game, you must inform the decision before the game starts.
Four, the appropriate department of FIBA should decide the time of the game:
1, the world champion is decided by the FIBA Central Committee;
2. The regional or continental competition is decided by the highest institution of the region or continent;
3. National or local competitions are decided by national or local associations.
Chapter 17 Manipulating the game clock
First, start the game timing under the following circumstances:
1. In the jump ball, when the ball is thrown to the highest point, it is legally slapped by the jumper;
2. The penalty kick fails to continue the game, when the ball touches the player on the field;
3. After throwing the foul ball, when the ball touches the player on the field.
Second, stop the timing of the game in the following circumstances:
1, end of half-court or end of first quarter;
2. When the referee blows the whistle;
When the signal is sent for 3.30 seconds;
4. When the goal is scored, the opposing team requests a time-out according to Rule 19, Paragraph 2, Item 3.
Rule 18 30 seconds
1. When a player controls a live ball on the court, the team must finish shooting within 30 seconds.
Second, the prosecution team did not shoot within 30 seconds, and it was illegal to send out a signal tone for 30 seconds.
Third, operate the equipment for 30 seconds according to the following regulations:
1. Once the player gets the control ball on the court, he will start the equipment for 30 seconds.
2. Once the team controls the ball, the device will stop (see Article 28).
3. Only when the player regains control of the ball on the court and starts a new 30-second cycle will the 30-second device be reset and restarted.
(1) If the game is stopped due to the behavior of the players who are not in control of the team, the control team will get a new 30 seconds;
(2) If the ball is only touched by the opposing team, the ball is still controlled by the original team and does not start a new 30-second cycle.
4. Stop the equipment for 30 seconds, but do not reset the time for 30 seconds under the following circumstances:
(1) When the ball is out of bounds, the player who originally controlled the team throws the ball out of bounds;
(2) When the referee stops the game to protect the injured members of the prosecution;
(3) When the game is stopped due to controlling the team's behavior. After throwing the foul ball, once the player gets control of the ball, the 30-second timekeeper will continue counting from the time interruption.
For any other reason, the control team should be given a new 30 seconds, unless the referee decides that a team is at a disadvantage. In this case, the referee should not give the control team a new 30 seconds.
Note that when the shot ball is in the air, if it makes a sound when the device goes wrong for 30 seconds:
1. If neither player touches the ball and the ball goes into the basket, it will be scored;
Second, if the ball is legally touched by any player or the shooting is obviously unsuccessful, the ball will become a dead ball and will be judged as a jump ball;
3. If the ball has a chance to enter the basket and is touched before hitting the basket, then all relevant restrictions in Rule 44 apply.
Article 19 suspension of registration
First, according to the following regulations, the team will be registered for 1 minute.
1. For a 2 X 20-minute match, each team can request to suspend registration twice in each half-hour match, and each tiebreaker is allowed 1 time.
2. For a 4 X 12-minute match, each team may request to suspend its registration for three times every half hour (two sessions) of the match, and may request to suspend its registration for 1 time in each deciding game.
3. If the registration time is not up, and the team that requires the time limit is ready for the game, the referee should restart the game as soon as possible.
4. During the time-out, players are allowed to leave the playing field and sit on the team table.
Second, the procedure.
1. The coach or assistant coach has the right to request suspension of registration. He will personally go to the recorder and make a prescribed gesture with both hands, clearly asking for a "pause".
2. Once the ball becomes a dead ball and the game stops, the recorder will inform the referee of a team's timeout request through his signal:
(1) The recorder informs the referee that the signal for time-out must be sent before the earth re-enters the competition state;
(2) If the referee is reporting a foul to the record desk, signal after he reports it.
3. A coach or assistant coach may also be suspended from registration under the following circumstances:
(1) After he requests a timeout, if the opponent scores a goal;
(2) Just ask for a "timeout" before the shooter throws the basketball. At this time, the timekeeper should immediately stop the timing of the game. Then the recorder signaled to the referee that a team asked for a timeout.
Third, restrictions.
1, from the first or only one free throw, the ball enters the game state, and no pause is allowed; It is only allowed when the ball turns into a dead ball after a game of clock. Exceptions:
(1) foul on free throw. At this time, all the free throws should be completed and the ball should be suspended before the new penalty is implemented.
(2) After the last free throw, the ball was fouled before entering the game. At this point, the ball should be suspended before the new penalty enters the game.
(3) After the last free throw, before the ball enters the game, it is declared a foul, a penalty jump or a foul ball.
2. "Pause" will not be registered if:
(1) The injured players immediately prepare for the game (about 15 seconds) without receiving treatment;
(2) The injured players should be replaced as soon as possible;
(3) The player who fouled 5 times (4 X 12 minutes 6 times) or was disqualified from the competition was replaced within 30 seconds;
(4) The extension allowed by the referee.
3. Unused pauses cannot be moved to the second half or decisive stage.
Regarding how to deal with the suspension to be registered, coaches and recorders should pay attention to the following points:
A, except that the opposing team scored a goal and then made no foul, put forward the first request for suspension of registration to the coach.
Second, a team's request for suspension of registration can be revoked, but only before the recorder sends a suspension signal to the referee.
Article 20 Injuries of athletes or referees
First, the players are injured.
1. If a player is injured, the referee can stop the game.
2. If there is an injury accident in the live broadcast, the referee will whistle at the end of the game; The so-called end, that is, the side that controls the ball has made a move, lost control of the ball, stopped attacking with the ball or the ball has become a dead ball. But in order to protect the injured players, the referee can interrupt the game immediately if necessary.
3、
(1) If the injured player cannot participate in the competition immediately (about 15 seconds) or receive treatment, he must be replaced within 1 minute. If the injury prevents him from being replaced within 1 minute, he must also be replaced as soon as possible.
