Measures for uncovering coal in Shimen

1. Technical requirements:

(1) Long-distance blasting is used to uncover coal, and the entire section is uncovered at one time. The firing position is set at a safe location 50 meters away from the wellhead. The technical person in charge will be responsible for uncovering the coal on site.

(2) Before construction, the blastholes must be arranged according to the requirements of the blasthole layout drawing, and the blasting must be charged.

(3) Operators must wear self-rescuers when going down the well and carry them with them.

(4) When drilling holes, hang a portable gas alarm 3 meters away from the front.

2. Safety Technical Regulations

(1) General Principles

During the excavation construction process, the "Coal Mine Safety Regulations", coal mine operating regulations and operation procedures shall be strictly implemented. Procedures and construction shall be organized in strict accordance with construction measures. We must resolutely implement the safety production policy of "safety first, prevention first" and adhere to the principle of safety first, production later, and no production if unsafe.

(2) Ventilation, gas and blasting management regulations

1) Use a 2×11KW counter-rotating axial flow fan for ventilation when uncovering coal, and the distance between the blower and the head should not exceed 5 meters.

2) Local fans must be installed with "wind power lockout", and the electrical equipment used must be equipped with "gas power lockout" devices and ensure to be in good condition.

3) During construction, the gas (carbon dioxide) concentration shall not exceed 1, and it is strictly prohibited to operate with gas exceeding the limit. Once the gas exceeds the limit, it must be reported to the dispatch room and handled according to regulations.

4) Strictly implement the gas inspection system. At the head of the roadway, in high risk areas, within 10 meters near electrical equipment and other places that need inspection, patrol inspections must be made, records must be kept, and signboards must be filled in correctly and manual, and report to the dispatch room in a timely manner.

5) Strictly implement the "one shot, three inspections" and "three-person chain" firing system. This coal mining operation uses long-distance blasting operations. The blastholes must be constructed according to the blasthole layout plan, and clay is used as blast mud to seal the blastholes.

6) Before firing, first open the dust-proof water curtain and straighten the air duct to ensure that all smoke and dust are discharged and effectively removed to reduce the hazards of dust and smoke.

7) Strictly implement the regulations on the management of explosives. Explosives and detonators must be locked in boxes, and the keys must be kept and carried by the gunfire crew.

8) Before charging, stop all power supplies. The detonator pins must be twisted, kept away from conductors and wrapped with insulating tape to prevent stray currents from causing explosion accidents.

9) Strengthen the fire warning work. All underground personnel must evacuate to the surface to strictly prevent people from entering by mistake.

(3) Safety measures for drilling operations on the working face

1) Before drilling, you must conduct "knocking and asking questions" to find out the live rock and gangue.

2) During the drilling process, pay attention to the drilling situation at any time. If you find any suspicious phenomena, you must stop drilling immediately, find out the cause, report it in time, and ask for instructions to deal with it. If there is a safety risk, evacuate personnel immediately, and it is strictly forbidden to take risks and act recklessly.

3) Wet drilling must be used to prevent dust hazards. After the holes are drilled, put away the feng shui pipes and stack them in the designated place to carry out civilized construction.

4) Before drilling, permanent support must be erected to the working face.

5) A sensitive and reliable telephone must be installed at the work surface.

6) Strengthen ventilation management, distribute air in strict accordance with regulations, and the distance between the air duct and the working surface shall not be greater than 5 meters.

7) If jacking, drilling, gas anomalies and other phenomena occur during the drilling process, drilling must be stopped and effective preventive measures can be taken after analysis before continuing.

8) Rock holes must not be driven into the coal seam, and the distance between the bottom of the rock hole and the coal seam should be 0.2m. If the rock hole has been driven into the coal seam, 0.2m of gun mud must be filled in the rock at the bottom of the hole.

(5) Other safety technical measures

1) In order to prevent the protrusion caused by blasting and reduce the intensity of protrusion during blasting, metal barriers should be used.

The metal barrier is a square frame made of channel steel. The spacing between the channel steels in the frame is 0.4m, and the channel steels are fixed to each other with snap rings. When in use, a metal mesh with a mesh size of 20×20mm is laid on the frame facing the working surface, and then wooden pillars are used to support the frame into a 45° slope. The barrier is a set (composed of two barriers) with a spacing of 6m.

2) After uncovering the coal seam, when digging the coal tunnel within 30m of the Shimen, support must be strengthened and outburst prevention measures must be strictly taken.

3) Explosives such as detonators and explosives must be transported, kept and used in accordance with regulations. Non-pyrotechnics operators are strictly prohibited from operating pyrotechnics.

4) All workers must take good care of electrical equipment and instruments. Any abnormal damage will be compensated at the price. Those who strike maliciously will be severely punished once discovered.

5) All types of work must be carried out in accordance with the relevant provisions of the "Coal Mine Safety Regulations" and operating procedures. Special types of work must be trained by qualified personnel and hold certificates to work.

6) All workers must strengthen self-protection and mutual security to prevent accidents involving injuries when operating tools or passing materials.

7) All on-site construction personnel and relevant auxiliary and management personnel must learn this measure and sign before they can start working. Any unknown points must be clarified.
