Provisions on the Administration of Ferry in Hainan Province

article 1 these provisions are formulated in accordance with the regulations of the people's Republic of China on the administration of river traffic safety and other relevant laws and regulations, and in combination with the actual situation of this province, in order to maintain the water traffic order of township ferries and ferries in this province and ensure the safety of people's lives and property. Article 2 These Provisions shall apply to the ferries and ferries (except Qiongzhou Strait Ferry Terminal and Ferry) set up in inland rivers, reservoirs, lakes, harbors and coastal islands in this province, as well as their owners, operators and other relevant units and personnel. Article 3 The traffic administrative departments of provinces, cities, counties and autonomous counties are the administrative organs of ferries and ferries. The People's Republic of China * * and Hainan Port Authority and its affiliated institutions shall supervise and guide the safety management of township ferries and ferries in accordance with these Provisions. The Township People's Government shall designate personnel to supervise and manage the ferries and ferries within its jurisdiction according to these Provisions.

Without the business license issued by the administrative department for industry and commerce and the permission of the traffic administrative department, no unit or individual may engage in the ferry operation.

Article 8 A ferry engaged in ferry service must have a valid ship inspection certificate issued by the ship inspection department and a ship registration certificate issued by the harbour superintendency administration, and apply to the ship inspection department for inspection within the prescribed time limit.

Article 14 In case of holidays, fairs and other peak ferry times, the ferry management department, owners and operators shall make reasonable arrangements for ferries to maintain order at the ferry site. When necessary, the local government should send additional traffic management personnel and public security personnel to help maintain the order of on-site ferry. Fifteenth ferries are not allowed to carry inflammable, explosive, toxic, harmful and other dangerous goods. If it is really necessary to ferry dangerous goods, it must be handled in accordance with the provisions of the state on the transportation of dangerous goods, and an application should be made to the harbour superintendency administration in the area where it is located before each transportation. After approval, reliable safety measures should be taken to ferry the goods only once, and it is strictly forbidden to mix them with the passengers.
