Measures of Hunan Province on Meteorological Administration

Article 1 In order to strengthen the management of meteorological work and make meteorological work meet the needs of national economic construction and social development, these Measures are formulated in accordance with the Meteorological Regulations of People's Republic of China (PRC) (hereinafter referred to as the Regulations) and combined with the actual situation of this province. Article 2 Those engaged in meteorological observation, forecasting, service, prevention of meteorological disasters and utilization of climate resources within the administrative region of this province shall abide by the Regulations and these Measures. Article 3 Provincial, prefecture, city and county competent meteorological departments shall be responsible for meteorological management within their respective administrative areas. Article 4 People's governments at all levels shall strengthen their leadership over meteorological work, improve the management system of dual leadership by the competent meteorological departments at higher levels and the people's governments at the same level, support the construction of meteorological infrastructure, improve the working and living conditions of meteorological institutions, and promote the development of meteorological undertakings.

The people's governments at or above the county level shall incorporate the capital construction investment and related business funds required for local meteorological projects mainly serving local economic construction into the national economic and social development plan and financial budget at the corresponding level respectively. Article 5 The detection sites, instruments, signs and facilities of meteorological stations and the circuits, channels and facilities of meteorological communication are protected by law, and no unit or individual is allowed to occupy, damage or move them without authorization.

Any unit or individual has the right to stop the acts prohibited in the preceding paragraph and report to the local competent meteorological department or other relevant competent departments. Article 6 The sites and facilities of meteorological offices and stations shall remain stable for a long time. Due to the needs of engineering construction and urban planning, it is necessary to relocate general meteorological stations or their facilities. The construction unit must seek the opinions of the local competent meteorological departments in advance and report to the provincial competent meteorological departments for approval in advance. If it is really necessary to relocate a national reference climate station or a basic weather station, the construction unit must solicit the opinions of the local competent meteorological department in advance, and report to the competent meteorological department of the State Council for approval two years in advance after being audited by the provincial competent meteorological department. The relocation expenses of meteorological stations or their facilities shall be borne by the construction unit. Article 7 Within the scope of environmental protection for meteorological observation stipulated by the state, it is forbidden to construct engineering projects that have adverse effects on meteorological observation records and may cause pollution damage to instruments and equipment.

Proposed construction projects that have been included in urban planning but may have an impact on meteorological observation environment should be adjusted to avoid meteorological observation environmental protection zones. If it is really necessary to carry out engineering construction in the meteorological sounding environment protection zone due to special circumstances, the competent department of city planning administration shall obtain the consent of the competent meteorological department in advance and take corresponding measures to protect the sounding environment. Article 8 Weather forecasts, various professional weather forecasts, climate forecasts and other meteorological forecasts within the province, as well as severe weather warnings such as typhoons, cold waves, strong winds, heavy rains (snow) and hail that seriously endanger the national economy and people's livelihood, shall be produced and released by the meteorological offices under the provincial competent meteorological departments within their respective functions and duties, and no other organization or individual may release them to the society. If it is really necessary to release it to the public due to special needs, it shall be approved by the competent meteorological department or the people's government at the corresponding level. Article 9 Weather forecasts are divided into short-term, short-term, medium-term and long-term weather forecasts according to time limits.

Short-term and short-term weather forecasts and severe weather warnings are directly released to the public by local meteorological stations or broadcast through newspapers, radio stations, television stations and other propaganda media. The medium and long-term weather forecast and climate forecast are only for the reference of governments at all levels and relevant departments such as agriculture and water conservancy. Article 10 Meteorological offices and stations subordinate to non-competent meteorological departments may issue professional weather forecasts to their own departments.

The conclusions and opinions of the relevant units, academic organizations and individuals on the study of meteorological forecast shall not be announced to the public. Eleventh meteorological stations at all levels shall timely and accurately produce and issue meteorological forecasts and severe weather warnings, and provide the society with meteorological information such as weather situation and weather conditions; Conditional meteorological stations should also provide dynamic display of satellite cloud images; The disastrous weather that may affect the local area shall be reported to the local people's government and relevant departments in a timely manner; In case of severe weather that may affect other areas, it shall promptly notify the meteorological offices and stations in the relevant areas. Twelfth radio management agencies at all levels shall provide and protect meteorological special frequencies in accordance with relevant regulations.

Posts and telecommunications departments at all levels shall closely cooperate with meteorological institutions at the same level to provide good meteorological communication conditions for meteorological stations, and ensure smooth meteorological communication and rapid and accurate transmission of meteorological information. Thirteenth to encourage radio, television, newspapers, telephone, wireless paging stations and other media to broadcast or publish weather forecasts to the society.

Any unit that broadcasts or publishes meteorological forecasts shall be examined and approved by the competent meteorological department at the same level. No weather forecast shall be broadcast or published without examination and approval.

Units that broadcast meteorological forecasts must use timely meteorological forecasts directly transmitted by meteorological stations under the jurisdiction of local competent meteorological departments. No unit may broadcast or publish outdated weather forecasts. Fourteenth radio stations, television stations and other broadcasting units shall ensure the normal broadcast of weather forecast programs. If advertisements need to be inserted in weather forecast programs, the effect of weather forecast shall not be affected. Article 15 The people's governments at or above the county level shall, according to the local drought and actual needs, establish an artificial rainfall command network, carry out scientific experiments and operations to artificially influence local weather, take artificial precipitation enhancement as the main task, and the competent meteorological departments at the corresponding levels shall be responsible for the specific work.
