The Luo Shi Pagoda was built in the fourth year of Baoyou in the Southern Song Dynasty (1256). The Luo Shi Pagoda is made of diabase masonry, with a Baoji sutra-printing style, a square plane, and a height of about seven meters. Under the tower is a square platform made of stone, 2.7 meters high and 2.6 meters long at the bottom. There is a guardrail on the top, with the characters "Bingchen Chunli in the fourth year of Baoyou" engraved in regular script on it. A square base made of stone is placed on the high platform, with a height of 0.83 meters and a side length of 1.4 meters. The base is a square Xumizuo, with two lions playing with a hydrangea, three lions playing with a hydrangea, pomegranates with branches, and lotus embossed on all sides. There are three layers on top of the seat, which are separated layer by layer upwards. The bottom layer is protruding, and the four sides are embossed with upward lotus patterns.

The body of the Luoshi Pagoda is a square column, with an arched Buddhist niche carved on each side. Inside, there is a relief sculpture of a Buddha sitting on a lotus pedestal with different handprints; on each of the four corners there is a relief sculpture holding a different magical instrument and posture. Various statues of vajra warriors. The square top of the tower has raised corners, with a ferocious lion's head pattern embossed on each side, and banana leaf-shaped insets at the four corners. The pagoda is engraved with five-fold phase wheels, and is crowned with a hexagonal canopy and gourd.
