Under the leadership of the national defense mobilization committee at a higher level, organize and lead the preparation and implementation of national defense mobilization in peacetime and wartime.

Enterprises and institutions may, according to their needs, designate relevant internal organs or specialized personnel to be responsible for organizing and implementing the national defense mobilization tasks of their own units. Article 6 Citizens must consciously fulfill their obligations of national defense mobilization according to law.

All organs, organizations, enterprises and institutions must carry out national defense mobilization activities according to law and complete the task of national defense mobilization. Chapter II Leadership System Article 7 the State Council implements a leadership system in which local governments are the mainstay and local and local military organs are jointly responsible.

Township (town) people's governments and sub-district offices shall, under the leadership of the county-level National Defense Action Committee, implement the national defense mobilization tasks within their respective jurisdictions. Chapter III Preparations for Peacetime National Defense Mobilization Article 12 National action committees at all levels shall organize peacetime mobilization preparations, and incorporate mobilization preparations for people's armed mobilization, political mobilization, national economic mobilization, scientific and technological mobilization, information mobilization, civil air defense, traffic readiness and other aspects into the overall development plan and plan of their respective administrative regions, improve the mobilization system, enhance mobilization potential and enhance mobilization ability. Article 14 National defense mobilization plans and plans shall be formulated by state committees at all levels according to the potential of local national defense mobilization, the needs of wartime troops and the level of national economic and social development, and shall be implemented after being approved by state committees at higher levels.

The special mobilization plan is compiled by the professional office of the National Action Committee and implemented after being approved by the National Action Committee at the same level.
