Fully decorated residential projects refer to fixed floors, equipment pipelines, switch sockets, etc. The suite and public parts are all decorated and installed, and the basic facilities such as kitchen and bathroom are put in place before delivery. Assembled interior decoration refers to a new decoration mode characterized by standardized design, factory components and assembled construction, which has improved the quality and efficiency of the project. The whole decoration should be implemented in accordance with the requirements of green buildings and prefabricated buildings, actively promote the application of green building materials and prefabricated interior decoration, promote the transformation and upgrading of the construction industry, and comprehensively improve the quality and quality of residential projects in Hainan Province.
The "Measures" clarify that the construction unit is the first responsible subject for the implementation of the whole decoration, and is mainly responsible for the quality of the whole decoration, and is responsible for organizing the implementation and acceptance of the whole decoration project; Do a good job in quality warranty and after-sales service, and organize responsible units to deal with engineering quality problems. After the completion of the decoration project, the construction unit shall entrust a testing institution with corresponding qualifications to carry out indoor environment testing. If the test result is unqualified, it shall not be delivered for use, and indoor air pollution is strictly prohibited.
Household acceptance is organized and implemented by the construction unit, including indoor acceptance and public acceptance. Indoor acceptance includes indoor space size, door and window engineering, waterproof engineering, kitchen engineering, bathroom engineering, electrical engineering, etc. As well as equipment pipes, assembled ceilings, assembled walls, assembled floors, assembled kitchens, and assembled toilets in assembled interior decoration projects. * * * part of the acceptance mainly includes the construction quality of roof and external wall; Quality of stairs, passages, basement garages and other public parts.
When the fully decorated residential project is completed and accepted, the acceptance team should check a certain number of households. The spot check method is: under the supervision of the engineering quality supervision organization, the completion acceptance team will determine the acceptance room number through on-site lottery and random spot check; At least 1 household shall be selected for each type of apartment after the project completion acceptance, and the sampling ratio shall not be less than 10% of the total number of households. If the total number of households is less than 8, check all households; Among them, there are at least 2 households in each building on the top and bottom floors. If it is found that the acceptance conditions do not meet the relevant regulations, and the household acceptance is fraudulent, and there are one of the major quality problems that affect the structural safety and main use functions, the acceptance shall be terminated, and the acceptance can be reorganized only after the rectification meets the requirements.
The "Measures" require that the handover and acceptance plan should be formulated before the renovation of fully renovated residential projects. The construction unit shall set up a model house for each apartment in accordance with the requirements of the design documents before renovation. The retention time of model houses shall be no less than 1 year from the delivery date of fully decorated commercial houses, or no less than 2 years from the date of project completion acceptance and filing. After the completion of the model house, the construction can only be started after the acceptance and the formation of decoration engineering operation technology and quality control measures.
The main materials, spare parts and equipment used in the whole decoration project should be consistent with the completed model house. The construction process should adopt the same operation technology and quality control measures as the model house, and the construction quality conforms to the current national and provincial technical standards for engineering construction. When it is necessary to change the main materials, parts, components and equipment used in decoration due to force majeure, the construction unit shall inform the buyer of the reasons and contents of the change before the decoration change, and provide more than three substitute products for the buyer to choose from. The changed materials, spare parts and equipment shall not be lower than the level between the models, and the change information shall be publicized between the models. The change requires signing a supplementary agreement on house purchase.
The "Measures" require on-site household acceptance. Household acceptance should be carried out door by door, room by room and section by section. External wall (window) and other parts that are prone to water leakage should be inspected according to the requirements of external wall (window) drenching test. If it is found that the visual quality and use function of the project do not meet the requirements of the specifications or design documents, the household acceptance team shall instruct the construction unit to make rectification in writing and review the rectification results.
