Two separate children

The latest news: fully liberalize the two-child policy and implement that a couple can have two children.

Weifang's separate second child policy stipulates that couples who meet one of the following conditions can have another child with the approval of the municipal health and family planning administrative department:

1. Both parties are only children and have given birth to one child;

2. Both parties are rural residents (agricultural population, the same below) and have given birth to a girl, except that one party is an employee of an organ, group, institution or other organization or one party has been engaged in industry and commerce for more than one year and both parties have established labor relations with the enterprise for more than one year;

3. Both parties are rural residents, and one party is an only child for more than two generations and has given birth to a child;

4. Both parties are rural residents, the woman's parents have only one or two daughters, the man has settled in the woman's house and supported her parents, and has given birth to a child (only applicable to the sister);

5. Both parties are ethnic minorities and have given birth to a child;

6. Both parties are rural residents, and one party is a minority and has a household registration in this province for more than two generations, and has given birth to a child;

7. One party is the only child of a martyr and has given birth to a child;

8. One party has not given birth, and the other party has given birth to a child before remarriage;

9. One party is childless, and the other party is widowed before remarriage and has given birth to two children;

10, who has given birth to a child and is diagnosed as a non-hereditary disability by a disabled child appraisal institution at or above the municipal level, and cannot grow into a normal labor force;

1 1. One party has been engaged in underground work for more than five years, has given birth to a daughter, and continues to engage in underground work.

Weifang's second child policy stipulates that couples who have only one child and meet one of the following conditions can have a second child with the approval of the county health and family planning administrative department:

1, one party is an only child;

2. Both sides are ethnic minorities, and the woman is a rural resident registered in the rural villagers' committee (hereinafter referred to as rural resident) and a member of the rural collective economic organization;

3. Both sides are rural residents, and one side is a sparsely populated minority recognized by the state;

4. Both parties are island residents and have lived on the island continuously for more than five years;

5. Both parties are rural residents, and one party is disabled, and the degree of disability is equivalent to the standard of Grade 5 or above in disabled soldiers;

6. One party is disabled soldiers, and the degree of disability is above level 5;

7. If the woman is a rural resident, there is only one girl;

8. The first child is a disabled child or the first pair of twins (including multiple births) is a disabled child who cannot grow into a normal labor force and is medically considered suitable for re-birth;

9. Only one sibling has fertility;

10. Both parties are rural residents, and the man is married and settled in a family with a daughter and no children, supporting his parents;

Note: Item 10 of the preceding paragraph stipulates that if there are more than one female childless family sister, only one person will be approved. Urban residents to agricultural registered permanent residence, do not implement the provisions of this Ordinance on the birth of rural residents in agricultural registered permanent residence.

4. Both husband and wife did not have children before marriage, and after marriage, they were identified as infertile by medical and health institutions at or above the county level, and they became pregnant after adopting children according to law.
