Who should be responsible for the "change of civil fort", Ming Yingzong or eunuch Wang Zhen?

The change of wood, also known as the change of civil fort, refers to the fiasco of Zhu Qizhen, Ming Yingzong, when he went north to levy Walla in 1449 (14th year of Ming Dynasty).
