Article 7 A ship shall meet the following requirements before entering the factory and entering the station for repair:
(1) Oil tankers (including liquefied petroleum gas tankers, natural gas tankers and bulk dangerous chemicals tankers) should remove oil and gas from the cabin according to the requirements of the Inspection Rules for Removing Possible Gases from Ships formulated by People's Republic of China (PRC) Ship Inspection Bureau, and the ship inspection department or its recognized institution shall conduct inspection to confirm that they meet the fire safety requirements, and issue inspection certificates.
(2) The fuel, lubricating oil and dirty oil tanks (cabinets) of non-oil tankers, as well as the non-detachable piping systems connected with them, shall have the same requirements as those of oil tankers if hot work is required; If there is no need for hot work and the flash point of the loaded oil is above 60 degrees Celsius, it is not necessary to remove the stored oil, and the ship should set up obvious fire prohibition signs.
(3) The inflammable and explosive hazardous chemicals on board must be removed. Article 8 Repairing an open-flame ship shall meet the following requirements:
(a) Before the operation, the ship shall remove flammable and combustible substances from the operation site and its surroundings (including upper, lower, left and right pipeline systems and adjacent cabins); Factories and stations should block the holes communicating with the lower cabin.
(2) When conducting naked fire operation in engine room (including oil tank and oil pipeline), the concentration of combustible gas should be kept below 65438 0% of the lower explosion limit, otherwise the operation should be stopped.
(3) Factories and stations should have special personnel to watch the fire at the job site and prepare small fire-fighting equipment. After the work on duty, the construction and firefighting personnel should carefully check and clean up the site before leaving.
(four) when laying oxygen hose, acetylene hose and welding wire, measures should be taken to prevent extrusion, extrusion and friction. After the work on duty, the power supply and air supply must be cut off. Article 9 The use of inflammable and explosive materials for ship repair must meet the following requirements:
(a) the factory, the station must have a person responsible for the management and supervision.
(2) Designate a safety warning zone around the workplace and set a fire ban sign. Open flame and non-explosion-proof sockets, switches and electrical equipment are strictly prohibited in the warning area.
(3) After the work on duty is completed, all inflammable and explosive articles, such as oil, paint, oily cotton yarn, etc. Must be taken off the ship, not left on the ship. Article 10 During ship repair, the ship's electrical equipment and construction electricity shall be strictly managed. Any temporary wiring shall be insulated overhead, and it is forbidden to drag, drag, squeeze or press. Eleventh factories and stations shall not dismantle or change the fire prevention structure, fire fighting equipment and pipeline system on board without authorization. If it is really necessary to change, it shall be approved by the ship inspection department.
No one is allowed to use the fire fighting equipment and facilities on board or use them for other purposes at will. In case of fire, explosion and other emergencies, the person in charge of the factory (station) and the ship on duty can only use the fixed fire extinguishing system such as carbon dioxide on board after the fire compartment is approved to be emptied. Article 12 During the period of ship repair, the ship owner shall strictly implement the ship guarding system and ensure that more than one third of the crew members stay on board. Thirteenth in violation of the provisions of the units and personnel, fire supervision institutions shall be punished according to the existing relevant laws and regulations; If the circumstances are serious or cause harmful consequences, the responsibility of the perpetrators and relevant leaders should be investigated according to law. Article 14 The Ministry of Communications shall be responsible for the interpretation of these Provisions. Fifteenth the provisions shall come into force as of July 1st, 1991.
