Relevant laws
According to Article 15 of the Regulations on Work-related Injury Insurance, there is only one kind of work-related injury on the way to and from work, that is, "being injured by a traffic accident or an urban rail transit, passenger ferry or train accident that is not my main responsibility on the way to and from work". This regulation is mainly a special regulation to protect vulnerable groups by considering the degree of injury caused by traffic accidents.
As for the casualties caused by the typhoon blowing down, falling down and smashing on the way to and from work, they are not injured because they do not perform their duties, and there is no legal basis. They cannot be regarded as work-related injuries and can only be treated as accidents.
