Article 1: In order to implement the "Regulations on Forest Fire Prevention" issued by the State Council (hereinafter referred to as the "Regulations") and in combination with the actual situation of this province, these measures are formulated. Article 2: These measures apply to units and individuals related to forest fire prevention within this province. Article 3 People's governments at all levels shall implement an administrative leadership responsibility system for forest fire prevention work.
All forest management (experimental) bureaus, forest farms, and units stationed in forest areas and forest edge areas, under the leadership of the local people's government, implement a unit administrative leadership responsibility system for forest fire prevention work. Article 4 The Forest Fire Prevention Headquarters of the Provincial People's Government is in charge of the province's forest fire prevention work. Its main responsibilities are:
(1) Supervise and inspect the implementation and implementation of national laws and regulations on forest fire prevention in the province. Orders from the National Forest Fire Prevention Headquarters;
(2) Formulate the province’s forest fire prevention plan and related forest fire prevention normative documents;
(3) Organize and coordinate relevant departments and regions to carry out The work of fighting serious and extremely large forest fires;
(4) Coordinating and guiding the forest fire prevention work of various localities and departments to solve major problems in forest fire prevention;
(5) Organizing forest fire prevention work Fire prevention scientific research and promotion of advanced technologies. Article 5 The main responsibilities of the forest fire prevention headquarters of each city (prefecture) and county people's government are:
(1) Supervise and inspect the implementation of laws, regulations, and rules related to forest fire prevention in the region, and implement the forest fire prevention headquarters at the higher level Orders from the Fire Prevention Headquarters;
(2) Formulate forest fire prevention rules and regulations in the region, carry out forest fire prevention publicity, education and forest fire prevention safety inspections, and organize and direct the fight against forest fires;
( 3) Train forest fire prevention and fire extinguishing professionals;
(4) Check the implementation of the planning and implementation of forest fire prevention facilities in the region, and urge relevant units to maintain and manage fire prevention facilities and equipment;
( 5) Understand fire dynamics, formulate fire suppression plans, and organize drills;
(6) Cooperate with relevant agencies to investigate and handle forest fire cases;
(7) Responsible for reporting forest fire statistics, Create a fire profile. Article 6 The people's governments of prefectures, cities, and counties with forested areas, forest management (experimental) bureaus, and state-owned forest farms should set up special fire-fighting teams during the fire prevention period and conduct training and drills.
Units stationed in forest areas and forest edge areas should establish mass fire-fighting teams and conduct training and drills. Article 7 The forest fire prevention headquarters of adjacent counties shall delineate joint prevention responsibility areas in the forest areas at the junction of administrative areas, formulate a joint prevention responsibility system, and report it to the forest fire prevention headquarters at the next higher level for record. Article 8 The people's government at the county level may establish forest fire prevention inspection stations in forest areas.
If each forest management (experimental) bureau and state-owned forest farm needs to set up forest fire prevention inspection stations, they must obtain approval from the local county-level people's government.
All approved forest fire prevention inspection stations must be registered with the Provincial Forest Fire Prevention Headquarters by the approving unit.
The forest fire prevention inspection station is responsible for conducting fire prevention publicity and safety inspections for vehicles and people entering the forest area. Article 9 Every year from January 1st to May 15th is the spring forest fire prevention period in the province, of which March to April is the special risk period for forest fire prevention; December 1st to December 31st is the winter forest fire prevention period. .
The county-level people's government may determine the forest fire prevention period in its jurisdiction based on the climatic conditions and forest fire occurrence patterns in the region, and report it to the Provincial Forest Fire Prevention Headquarters for filing.
During the forest fire prevention period, when there is high fire risk weather such as sustained high temperature, drought, strong winds, etc., the county-level people's government should issue a fire warning and issue a mountain closure order when necessary. Article 10 During the forest fire prevention period, fires are strictly allowed in forest areas; it is prohibited to pile straw, burn ash and accumulate fertilizer on railways, highways and forest belts in fields. Article 11 During the forest fire prevention period, if it is necessary to use fire in the forest area, the fire-using unit must submit a fire use application to the forest fire prevention headquarters at or above the county level, obtain a forest area fire license after approval, and comply with the following regulations :
(1) When using fire in the wild, a dedicated person should carry the fire and be responsible for safety. No other personnel are allowed to carry fire;
(2) For productive fires, fire protection should be opened in advance In the isolation zone, prepare fire extinguishing tools, use fire in weather with winds below level 3, and notify adjacent units. After using fire, the remaining fire should be extinguished in time and the fire scene should be cleaned up;
(3) When using fire for daily life, you should choose a location sheltered from wind and close to water, and the remaining fire should be completely extinguished after using fire.
Transmission lines passing through forest areas and electrical equipment in forest areas should have corresponding fire prevention facilities and be inspected and maintained regularly. Article 12 When formulating afforestation plans, the construction of forest fire prevention facilities should be included and implemented simultaneously with afforestation. Article 13: Forest fire risk monitoring and forecasting stations should be established in large forest areas to be responsible for forecasting forest fire risk weather. News media such as newspapers, radio, and television should promptly issue forest fire danger weather forecasts and high fire danger weather warnings. Article 14 Any unit or individual who discovers a forest fire should immediately put out the fire and report it to the local people's government in a timely manner.
If you discover the following fires, you should immediately report to the Provincial Forest Fire Prevention Headquarters:
(1) Forest fires at the junction of prefecture and city;
(2) Forest fires in contiguous forests of more than 100 hectares;
(3) Forest fires that threaten residential areas and important facilities;
(4) Forest fires that burn an area of more than 50 hectares;
(5) Forest fires that cause the death of one or more people or serious injuries to two or more people;
(6) Forest fires that require support for fighting.
