One copy should be submitted to the finance department to verify whether there are any objections to the quantity of materials when they are put into storage and when they are purchased. 1. Transportation management
(1) Materials entering the well or transferring
Sand and gravel are loaded by the transportation team, other equipment and materials are loaded by the user unit, and the transfer unit is responsible for loading materials between user units. When loading, ensure that the lashings are secure and the dimensions comply with the well entry requirements and design regulations. In principle, long materials are loaded on float trucks, equipment is loaded on flat trucks, and other materials are loaded on 1-ton mine trucks. After the vehicle is loaded, the transportation team is responsible for inspection and timely delivery to the parking lot or designated location. The receiving unit is responsible for picking up the vehicle and materials.
①The transportation team will ship the materials based on the "XX Coal Mine (Wagon Materials) Transportation Plan" signed and approved by the dispatching room, otherwise, the shipment will not be allowed. Underground transportation scheduling must carefully fill in the material transportation records, including material name, number of vehicles, destination, departure time and arrival time.
② The transportation team must ensure that the materials entering the well are delivered to the yard or designated location within 8 hours. The receiving unit must have dedicated personnel to pick up, unload, count and sign for the goods to ensure that the materials are unloaded within 24 hours and the empty materials must be If the vehicle is pushed to the parking lot or designated location, the responsible unit will be fined 50 yuan/car for each hour of delay.
③ The receiving unit should carefully inspect the material truck, if any debris and garbage are found, promptly urge the transportation team to clean it up, report the relevant situation to the Enterprise Management Department before the next day, and impose a penalty of 500 yuan per truck on the transportation team.
④ When an empty truck remains in a parking lot or other unloading location with remaining materials, the responsible unit will be fined 50 yuan/vehicle and ordered to make rectifications within a time limit. Otherwise, the penalty will be doubled.
⑤ When transporting cement, use a clean mine cart without water accumulation, and the upper edge of the mine cart must not be exceeded. Rainproof measures must be taken on rainy days. Otherwise, the responsible unit will be fined 500 yuan per cart.
(2) Materials rising into the well
Materials rising into the well include underground idle equipment, excess reusable materials, and recycled materials rising into the well. Materials are not allowed to be mixed in the hoisting pit. Materials that can be mixed will be sorted by the unit to which the materials belong, and the transportation team will be responsible for transporting them to the designated location (Supply Department or Mechanical and Electrical Department warehouse).
①The transportation team must ensure that the well hoisting materials are delivered to the designated location within 8 hours, and the supply department or responsible unit must ensure that they are unloaded within 8 hours. The responsible unit shall be fined 50 yuan/vehicle for each hour of delay.
② It is strictly forbidden to mix debris or garbage in mine cars that transport waste materials. When the transportation team finds that the hoist truck is mixed with debris or garbage, it shall be ordered to clean it up immediately and report the responsible unit and person before the next day. The Enterprise Management Section will impose a penalty of 500 yuan per vehicle on the responsible unit.
③The transportation team does not have adequate supervision and cannot identify the responsible unit for randomly loading debris and garbage. The transportation team will be fined 500 yuan per vehicle.
④When the material truck is found to be loaded with debris or garbage, the responsible unit will be fined 200 yuan per truck.
2. Material storage
Material storage is the responsibility of the material user unit.
(1) The storage of underground materials generally does not exceed five days' usage, and the storage of surface materials generally does not exceed one day's usage. Otherwise, the team will be fined 500 yuan per time and the team's material staff will be fined 50 yuan.
(2) Materials must be stored away from places that are wet or flooded (humid). If they cannot be avoided, effective measures must be taken. Otherwise, the responsible unit will be fined 100 yuan per site.
(3) The storage of materials at the construction site must be classified and managed by listing. Except for the materials in use, there must be no scattered materials. Otherwise, the responsible unit will be fined 50 yuan per unit.
(4) Construction site materials must be classified and stored according to the following standards:
①Tracks, I-beams, U29 steel sheds, and Feng Shui pipes should be layered, with a width of no more than 1 meter. Keep three sides aligned, and layers can be separated by backboards or waste pit wood.
② Road wood, woven mesh, and metal mesh are placed horizontally and vertically or in layers, and stored in square or rectangular stacks.
③Construction materials such as cannon clay, gravel, and yellow sand should be stacked in trapezoidal shapes.
④ Scattered mechanical and electrical equipment and standard parts on site must be packed and managed, and random stacking is strictly prohibited.
⑤The distance between all material stacks and the transport track shall not be less than 500 mm. Violation of the above five provisions will result in a fine of 50 yuan per penalty to the responsible unit.
(5) Cement should be stored on a first-come, first-served basis. Choose a good storage location to avoid cement agglomeration. If cement agglomerates, the responsible unit will be fined 500 yuan/bag.
3. Material use
(1) If materials are not used according to regulations or measures and cause material waste, the responsible unit will be fined based on the original value of the materials.
(2) Those who do not use materials according to their purpose or misappropriate them for other purposes, causing a waste of materials, will be fined twice the original value of the materials.
(3) For those who cut off materials or artificially damage materials without the consent of the management department, the responsible unit will be punished at twice the original value of the materials.
(4) If the materials purchased in special batches are not used for a long time and cause a backlog, the responsible unit will be punished at 30% of the original value of the materials.
