In any of the following circumstances, the registration of change shall not be handled:

(a) to change the brand, model and engine model of a motor vehicle, except the engine licensed by the competent department of motor vehicle products in the State Council;

(2) Changing the appearance and relevant technical data of the registered motor vehicle, except as otherwise provided by laws, regulations and national mandatory standards.
