There is a saying in Historical Records of the Duke of Zhou: "The husband's administration is not simple and easy, and the people are not close. People, people will go back there. " The original intention of this sentence is that the decree is not simple and the people are not close; If the law is peaceful and easy to implement, the people will certainly abide by it. Furthermore, this sentence actually reveals the truth of governing the country: if the policies formulated are close to the people and safeguard their interests, they will win their support. This truth is embodied in the style of the rulers, that is, the word "people". As the first prime minister of new China, Zhou Enlai is a model of "people".
The "people" are bound to share weal and woe with the people and not engage in specialization. Although Zhou Enlai is in a high position, he always regards himself as an ordinary member of the working people, and always shares the same fate with the people. 1In the summer of 958, a serious flood disaster occurred in the middle and lower reaches of the Yellow River. On the morning of July 18, Zhou Enlai, who was inspecting in Shanghai, immediately rushed to Zhengzhou, the worst-hit city, to inspect the disaster. That night, he came to the bank of the Yellow River at the foot of Mangshan Mountain to check the water situation and disaster relief, and encouraged everyone to take the rain to fight floods. The secretary saw that Zhou Enlai's clothes were all wet, so she opened an umbrella. Zhou Enlai stopped at once and said, "Don't you think everyone in the rain is the same?" For a prime minister, in the face of the victims in the rain, although it is only a trivial matter whether to open an umbrella or not, their political styles are quite different.
"People" must treat others equally and not put on airs. Whenever Zhou Enlai is free, he goes deep into the masses, asks them how warm they are and listens to their voices. On May 6th, 1956, Zhou Enlai visited Taigang. When he came to the blast furnace site, Shi, a worker on duty, was busy. Zhou Enlai warmly extended his hand to him. Stone looked at his greasy hands and felt a little embarrassed. When in a dilemma, Zhou Enlai smiled kindly and said, "Young man, it doesn't matter. Come!" He held Shi's hand tightly and asked about the situation kindly. It is this handshake that closely links Zhou Enlai, the Party, the country and the people.
"People" must be diligent for the people and not an official. Zhou Enlai always kept in mind the purpose of serving the people wholeheartedly, and worked diligently and selflessly with the spirit of silkworm spinning. As Deng Xiaoping later said, "Premier Zhou was a hard-working person all his life. He always works more than 12 hours every day, sometimes more than 16 hours, all his life. " 1966 at 5: 29 am on March 8, a strong earthquake occurred in Xingtai, Hebei. After learning the news of the earthquake, Zhou Enlai rushed to the earthquake area by helicopter, risking aftershocks to check the disaster situation, visit the affected people and guide the relief work. He was busy until the evening, and ate some pancakes and boiled cabbage with the soldiers in the barracks of Xingtai troops. Zhou Enlai always regarded himself as a "public servant of the people" and worked hard day and night, even after he was seriously ill in his later years. 1975 in March, Zhou Enlai met with Zambian, Guyanese, Singaporean, Moroccan, Sri Lankan and other government delegations during the 20-day period when he was preparing for the operation in the hospital, and presided over the Standing Committee of the Political Bureau (PSC) held in China on March 15, in addition to handling many daily affairs. Zhou Enlai, who was seriously ill before the operation, ensured the normal operation of the government.
These are just a few examples. In fact, the style of "serving the people" has already been integrated into many trivial matters in Zhou Enlai's life, which is a natural expression of his love for the people and has become a part of his personality charm. Because of this, the people will affectionately call him "a good prime minister of the people." Zhou Enlai's approachable behavior moved Matsuzaki very much. When she visited China again in 1978, Matsuzaki wrote the eleven words "Premier Zhou Enlai, you live in my heart" in Japanese to express her admiration and nostalgia for Zhou Enlai.
In administrative style, bureaucracy is the opposite of "people". He believes that "bureaucratic attitude and style have caused a lot of losses to our work, and if we listen to its development and do not resolutely overcome it, it will certainly cause greater harm." At the same time, he warned the party's leading cadres at all levels that "bureaucracy must not be allowed to continue to develop." He is more strict with his relatives and staff around him. No matter who makes bureaucratic mistakes, he will severely criticize them and order them to be corrected.
The ancients said: "For those who are in Sichuan, we must guide them; For the people, send a message ","resentment is not big, but people are terrible, so it is advisable to be cautious. "Those who win the hearts of the people win the world. It is precisely because of the strict self-discipline and unremitting efforts of a group of producers like Zhou Enlai that the new China can develop rapidly and maintain the unity of the people and the stability of the country.
