Enterprises must follow the requirements of the "Implementation Opinions of the People's Government of Minqin County on Implementing the Main Responsibility of Production Safety in Production and Operation Units" and formulate a safety production management system covering the entire process of production and operation activities and all employees, as well as corresponding safety production records, ledgers and other basics Data management system.

4. Further standardize enterprise production and operation behaviors. Enterprises must strengthen labor organization management and on-site safety management, and seriously investigate and deal with the "three violations" of illegal command, illegal operation, and violation of labor discipline. Anyone who organizes production beyond capacity, intensity, or capacity will be ordered to suspend production and work for rectification, and the enterprise and its principal responsible persons will be given financial penalties up to the specified upper limit in accordance with the law. Mines that organize production in violation of regulations in the name of integration and technological transformation, or that fail to implement transformation within the prescribed time limit or deliberately delay the construction period, must be closed in accordance with the law.

5. Continuously strengthen leadership responsibility for production process management. The main person in charge of the enterprise and members of the leadership team should take turns leading the work on site.
