Provisions on Ship Routing System in Anhui Section of the Yangtze River (25)

Chapter I General Provisions

Article 1 In order to maintain the water traffic order in Jiangsu Section of the Yangtze River, improve the navigation environment, improve traffic efficiency, ensure navigation safety and promote shipping development, these Provisions are formulated in accordance with the Regulations of the People's Republic of China on Traffic Safety Management of Domestic Rivers and other relevant laws, regulations and relevant international conventions.

article 2 all ships sailing in navigable waters of Jiangsu section of the Yangtze river shall abide by these provisions.

The following ships may not follow the prescribed route due to work needs:

(1) Ships on official business;

(2) engineering ships that are sailing in the approved waters;

(3) Ships engaged in salvage at sea;

(4) ships approved by the competent authority.

article 3 the ship routing system shall be implemented throughout the navigable waters of Anhui section of the Yangtze river.

The ship routing system follows the principles of diversion of large ships and small ships, avoiding crossing routes, sailing on the right side and fault liability.

Article 4 The Anhui Maritime Safety Administration of the People's Republic of China and its branches and agencies shall specifically implement safety supervision and management of these Provisions.

Chapter II Waterways and Navigation Routes

Article 5 Deepwater Waterways

Deepwater Waterways are generally set near Shenhong, and the boundaries on both sides are marked with the left side (black float) and the right side (red float) signs respectively (see Annex 1 for the setting standards and dimensions of Deepwater Waterways).

Article 9 Navigation Warning Zone

In the waters with limited navigation conditions or ship's navigation maneuverability, a navigation warning zone shall be set for ascending ships with limited navigation capability to cross the traffic lane (see Annex 3).

article 1 ships must sail within the prescribed traffic lane or route, and report to the traffic control center set up by the competent authority as required (see annex 4 for the location of the specific reporting line).

There is no recommended descending route for the flight segment from Cihu Estuary to Xixinwei Navigation Warning Zone, and the descending small ships should travel along the right outer edge of the navigation lane of deep water channel.

small ships are prohibited from entering the deepwater channel below the navigation warning zone of Xixinwei.

article 14 a super-large ship shall report to the competent authority in advance before passing through the waters with limited navigation conditions and maneuverability, and may choose the route when it does not interfere with other ships and takes necessary monitoring measures. However, after passing by, it should be restored to the prescribed navigation lane in time.

Article 15 When a ship passes through the Fujiang Shanan Waterway and the Yingongzhou section, it shall abide by the relevant regulations on one-way navigation control promulgated by the competent authority (see Annex 5).

article 16 ships passing through the waters in the bridge area shall abide by the special provisions on the navigation routes in the bridge area (see annex 6).

article 17 ships passing through the water areas such as baimaosha north waterway, Fujiangsha north waterway, Fujiangsha middle waterway, Taiping zhoujie waterway, Yizheng jiedao waterway, Baota waterway, Wujiang waterway, etc. shall abide by the special provisions on the navigation routes of the above waterways (see annex 7).

article 18 when ships enter and leave the Asia-Pacific, China resources, port of operation, port of natural birth, port of Jiangdu, etc., they shall abide by the special provisions of the above-mentioned special channels (see annex 8).

article 19 hengjiang ferry and ships crossing the traffic lane, recommended route or specific route, such as berthing and leaving the wharf, entering and leaving the anchorage, entering and leaving the branch estuary and tributary estuary, should pay attention to the channel conditions and surrounding environment, and proceed as close as possible at right angles to the traffic lane when there is no obstruction to other ships.

Article 2 Ships should sail at a safe speed at all times to prevent accidents.

when the ship is sailing normally, the speed shall not be less than 4km/h, and it is forbidden to stop and swim.

chapter iv berthing

article 21 small ships shall give priority to anchorage and berthing area (except for seagoing vessel anchorage or berthing area) waters (see annex 9), and may also choose safe waters outside the prescribed navigation routes as required, but they shall be as far away from traffic lanes, recommended navigation routes or specific navigation routes as possible.

article 22 large ships and super-large ships must berth in the anchorage or berthing area announced by the competent authority.

article 23 when a ship needs to break down in emergency due to bad weather, main engine failure and other special circumstances, it should give way to traffic lanes, recommended routes or specific routes as far as possible.

Chapter V Avoidance

Article 24 When a ship gives way, it shall give priority to the following special provisions on ship avoidance:

(1) A ship that fails to sail in a traffic lane, a recommended route or a specific route shall take the initiative to avoid a ship that normally travels in the specified traffic lane, a recommended route or a specific route;

(2) Ships entering and leaving the estuary, tributaries and special navigation channels should take the initiative to avoid ships that are normally driving in the specified traffic lane, recommended route or specific route;

(3) Hengjiang Ferry and ships berthing away from the wharf, entering and leaving the anchorage should take the initiative to avoid the ships that normally run in the specified traffic lane, recommended route or specific route;

(4) Ships crossing the traffic lane or recommended route from the navigational warning zone should take the initiative to avoid ships that are normally driving in the specified traffic lane or recommended route.

article 25 before passing through the navigation warning zone, wharf, anchorage, ferry, tributary estuary, branch estuary and waters of large-scale construction operation area, ships traveling along the prescribed traffic lane, recommended route or specific route should be on high alert, strengthen their lookout, drive carefully, pay attention to the movement of crossing ships, and take effective measures to help avoid them.

Chapter VI Liability

Article 26 In case of an accident between a small ship sailing in a deep-water channel in violation of these regulations and a ship sailing normally in a deep-water channel, the small ship shall bear the main or full responsibility.

article 27 in violation of these regulations, when a ship running against the traffic flow of the traffic lane, recommended route or specific route collides with a ship running normally in the traffic lane, recommended route or specific route, the ship running against the traffic flow shall bear the main or full responsibility.

article 28 in case of a collision accident between a ship crossing a traffic lane, a recommended route or a specific route at will in violation of these regulations and a ship running normally in the traffic lane, the recommended route or a specific route, the crossing ship shall bear the main or full responsibility.

Article 29 When the Hengjiang ferry and the ships berthing away from the wharf, entering and leaving the anchorage, entering and leaving the branch estuary, tributary estuary, special navigation channel, and crossing the traffic lane, recommended route or specific route from the navigation warning area fail to take the initiative to avoid the ships running normally in the traffic lane, recommended route or specific route in accordance with these regulations, which leads to a collision accident, the crossing ship shall bear the main responsibility.

Article 3 If an accident occurs due to random berthing in violation of these regulations, the berthing ship shall bear the main or full responsibility.

article 31 in violation of these provisions, the competent authority shall impose administrative punishment or take administrative compulsory measures according to law.

Chapter VII Supplementary Provisions

Article 32 The annexes to these Provisions have the same legal effect as these Provisions. If there is any change, it shall be issued by the competent authority in the form of a navigation notice.

Article 33 The meanings of the following terms in these Provisions and their annexes are as follows:

(1) "Navigable waters in Jiangsu section of the Yangtze River" refers to the estuary of Cihu Lake (31 46' 3 "N/118 29' 48" E) on the south bank and Wujiang River estuary (31 5' 48 "E) on the north bank of the Yangtze River. Liuheiwu (31 3' 52 〃 n/121 18' 54 〃 e) in the lower bound of Liuhekou and Shixin Pole (31 37' 34 〃 n/121 22' 3 〃 e) in the lower bound of Shiqiao River in Chongming Island

(2) "Super-large ship" refers to a ship (team) whose actual draft is more than 9.7 meters, or whose length is more than 25 meters, or whose maximum height above the water surface is close to the allowable passing height of bridges and overhead cables in the scheduled navigation area, or whose navigation and maneuverability are limited.

(3) "Large ships" refer to ships and fleets (excluding towing fleets) whose actual draft is more than 4.5 meters but less than 9.7 meters or whose captain is more than 5 meters and less than 25 meters.

(4) "Small ships" refers to ships (teams) other than "super large ships" and "large ships".

(5) "crossing" refers to the process and behavior of a ship crossing a prescribed traffic lane, a recommended route or a specific route, or crossing the bow direction of a ship sailing along a traffic lane, a recommended route or a specific route.

(6) "Navigation warning zone" means that some ascending ships with limited navigation maneuverability cross the traffic lane from the recommended route into a specific route or cross the traffic lane from the specific route into the specified waters of the recommended route.

(7) "high-speed ship" refers to a ship whose still water speed is more than 35km/h.

article 34 these provisions are special provisions. if other provisions concerning navigation, berthing and avoidance conflict with these provisions, these provisions shall prevail. Matters not covered herein shall be implemented in accordance with relevant laws and regulations.

article 35 these provisions have been promulgated and implemented with the approval of the people's Republic of China and the Ministry of communications of China, and the Jiangsu maritime bureau of the people's Republic of China is responsible for the interpretation.

article 36 these provisions shall come into force on October 1, 25, and the provisions on ship routing system in Anhui section of the Yangtze river, which came into force on July 1, 23, shall be abolished at the same time.
