Article 2 These regulations apply to activities such as monitoring, forecasting, prevention and reduction of meteorological disasters within the administrative region of this province. Article 3 Meteorological disaster prevention work shall adhere to the principles of giving priority to prevention, seeking advantages and avoiding disadvantages, overall planning and coordination, and hierarchical responsibilities. Article 4 People's governments at or above the county level shall strengthen leadership over meteorological disaster prevention work, incorporate meteorological disaster prevention work into national economic and social development plans, and arrange necessary meteorological infrastructure and business funds. Article 5 Meteorological authorities at all levels (hereinafter referred to as meteorological authorities) are responsible for managing and supervising the monitoring, forecasting and early warning of disastrous weather, meteorological disaster emergency services, artificial weather modification operations, lightning disaster prevention and other work within their respective administrative regions.
Other relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, do a good job in preventing meteorological disasters. Article 6 People's governments at or above the county level shall encourage and support scientific and technological research on meteorological disaster prevention and the promotion of advanced technologies, and incorporate scientific and technological research on meteorological disaster prevention into scientific and technological development plans.
Meteorological authorities should strengthen the research and application of meteorological disaster prevention technologies, improve the accuracy and timeliness of disastrous weather forecasts and early warnings, and improve the service level of meteorological disaster prevention. Article 7 The competent meteorological agency shall work with relevant departments to publicize laws and regulations on meteorological disaster prevention and knowledge on disaster prevention and reduction, enhance social awareness of preventing meteorological disasters, and improve the public's ability to rescue themselves and each other. Chapter 2 Planning and Implementation Article 8 People’s governments at or above the county level shall organize meteorological authorities and relevant departments to prepare meteorological disaster prevention plans within their respective administrative regions.
The competent meteorological agency shall work with relevant departments to conduct a meteorological disaster census and establish a meteorological disaster risk database. Article 9 The preparation of overall land use plans, urban plans, construction, development and utilization plans of regions and watersheds, as well as specialized plans for agriculture, forestry, energy, water conservancy, transportation, tourism, etc., shall comply with the requirements for meteorological disaster prevention. Article 10: Meteorological authorities shall organize climate feasibility studies on urban planning, major infrastructure construction, major regional economic development projects, and large-scale solar, wind energy and other climate resource development and utilization projects, and assess meteorological disaster risks.
The scope of projects that require climate feasibility demonstration shall be determined by the provincial development and reform department in conjunction with the provincial meteorological authority. Article 11 The competent meteorological agency shall establish an urban meteorological disaster monitoring and early warning system to realize dynamic monitoring of meteorological disasters and timely release urban meteorological disaster information. Article 12 The meteorological authority shall, in conjunction with the agriculture, water conservancy and other departments, establish an early warning and assessment system for agricultural meteorological disasters and a food security meteorological early warning system. Article 13 The competent meteorological agency shall, in conjunction with the transportation, public security, land and resources, forestry and other departments, establish a professional meteorological monitoring network and meteorological disaster early warning system to provide information for road traffic safety, water transportation and water operation safety, geological disaster prevention and control, forest fire prevention, Provide real-time meteorological services such as forest pest and disease control. Article 14 The meteorological competent authority shall, in conjunction with the health, environmental protection and other departments, establish a meteorological early warning system for the impact of meteorological changes on diseases, epidemics, and environmental quality, and provide real-time meteorological information for emergency response to public health emergencies, environmental incidents, etc. Serve. Article 15 Relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, prepare for secondary and derivative disasters such as geological disasters, flood disasters, forest fires, plant diseases and insect pests, environmental pollution, epidemic diseases, and epidemics caused by meteorological factors. Work. Chapter 3 Construction and Protection Article 16 People's governments at or above the county level shall organize and establish a meteorological disaster monitoring network in their respective administrative regions in accordance with the principles of rational layout and effective utilization. The composition of the meteorological disaster monitoring network includes meteorological stations affiliated to meteorological authorities and monitoring stations affiliated to relevant departments and units such as agriculture, water conservancy, forestry, transportation, environmental protection, land and resources, and civil aviation.
The competent meteorological agency shall implement unified guidance and supervision over the meteorological monitoring business of the monitoring network. Article 17 People's governments at or above the county level shall organize meteorological authorities and relevant departments to strengthen the construction of meteorological early warning infrastructure and smooth the channels for the release and dissemination of early warning information.
In newly built airports, railways, highways, large-scale water conservancy projects, large-scale bridges and ports equipped with large-scale port machinery, meteorological disaster monitoring and early warning facilities should be included in the construction projects according to the needs of meteorological disaster prevention and unified Planning and construction; if it has been put into use, meteorological disaster monitoring and early warning facilities should be installed according to the needs of meteorological disaster prevention. Article 18 People's governments at or above the county level shall delineate the scope of environmental protection for meteorological detection in accordance with national standards and incorporate it into city planning or village and market town planning.
When reviewing and approving construction projects that may affect the detection environment and facilities of established meteorological stations, relevant departments such as development and reform, planning, construction, land and resources, and radio management should seek approval in advance from the competent meteorological agency with the authority to review and approve them. of consent. Article 19 Meteorological disaster monitoring and early warning facilities are protected in accordance with the law, and no unit or individual is allowed to occupy, damage or move them without authorization.
When meteorological disaster monitoring and early warning facilities are damaged due to force majeure, the local people's government shall take emergency measures and organize repairs.
