According to the forecast, 15 cities in Anhui Province, except Huangshan City, may have sustained heavy atmospheric pollution by the morning of December 8. At 8 o'clock on the evening of December 5, our province sounded a provincial yellow warning of heavy pollution weather. This is the first time that our province has sounded a higher yellow warning since it systematically launched the emergency response to heavy polluted weather in 213. Different from the advocacy under the blue warning, there are many compulsory emission reduction measures.
according to the emergency plan for heavily polluted weather, after the provincial yellow warning is issued, cities in the early warning area should take corresponding measures as appropriate and add mandatory emission reduction measures-
(1) On the basis of ensuring safe production and stable discharge of pollutants up to the standard, according to the list of enterprises that have limited production or stopped production in heavy polluted weather, the industrial enterprises with heavy air pollution such as thermal power, steel, petrochemical, chemical, metallurgical, building materials and mines should be limited in production.
(2) Coal-fired boilers in urban areas shall be limited in production on the basis of discharging up to the standard, and the quantitative index of limited production shall be defined by the municipal plan;
(3) diesel vehicles such as yellow label vehicles and heavy freight vehicles are prohibited in urban areas;
(4) On the basis of daily road cleaning, according to the meteorological conditions such as air relative humidity and temperature, the operation of sprinkling water to reduce dust is intensified;
(5) Strengthen the supervision of construction, road dust and dust in all kinds of fine powder yards, strictly control the transportation of muck, and stop the construction demolition works, earthwork operations and other operations that may produce a lot of dust;
(6) Strengthen the dust supervision of mining enterprises and concrete mixing stations;
(7) It is forbidden to burn straw, weeds, fallen leaves, garbage and other substances that are prone to smoke pollution, and it is forbidden to barbecue in the open air and set off fireworks and firecrackers;
(8) Strengthen environmental law enforcement and supervision, strengthen supervision over enterprises, units and regions that limit emissions, and ensure the implementation of air pollution prevention and control measures.
