Why is the cold wave distributed in vast areas except the Qinghai-Tibet Plateau?

This area is an area where the development of northeast cyclones is strengthened. There are Daxing 'anling and Inner Mongolia Plateau in the west and Xiaoxing 'anling and Changbai Mountain in the east. The narrow tube effect of large terrain enhances the wind force.
