(4) Secondary vocational education.

According to the industrial development of our city and its demand for secondary professional talents, combined with the layout adjustment planning of secondary vocational schools in our city, we have formulated the "Setting Plan of Key Major in Secondary Vocational Schools in the City" and planned the setting of key major majors in secondary vocational schools. We actively promote the joint running of small-scale vocational schools. Since its implementation in June 2002, * * * has organized seven joint schools, with 33 17 secondary vocational students. Support and encourage key vocational schools at or above the provincial level to carry out "2+ 1" and other forms of joint education with vocational schools in the eastern and western wings of our province and mountainous cities and counties, actively encourage secondary vocational schools to jointly run classes with enterprises, and cultivate and train enterprise employees in the form of work-study programs. Actively promote school-enterprise cooperation, actively encourage schools to expand "order-based" counterpart training according to the needs of enterprises for talents, introduce enterprise production workshops into the campus, and send professional teachers to the enterprise workshops to participate in practice. At present, vocational schools in our city generally sign cooperation agreements with enterprises and industries to establish a long-term and stable relationship between talent supply and demand. At the same time, do a good job in the distribution of state grants for secondary vocational students, and formulate a state grant scheme for secondary vocational students in conjunction with the financial department. (5) Adult education.
In 2008, there were 5 adult institutions of higher learning and 32 township adult culture and technology schools. There are 49 1.5 million non-registered students in primary and secondary schools in the city, including 39 1.8 million primary school students, 79,600 junior high school students, 65,500 ordinary high school students and 1.36 million secondary vocational school students. Private primary and secondary schools accept most unregistered students. There are 346,500 non-registered students in private schools in compulsory education, accounting for 73.5% of the non-registered students in compulsory education in the city. In recent years, Dongguan has always adhered to the "six priorities" of education development, continuously deepened education reform and development around the goal of "high quality, balance and promotion", launched a series of innovative measures, and achieved outstanding results. At present, the level of educational modernization in Dongguan is constantly improving, and the overall level and comprehensive strength of education rank among the top in the province. The main methods and measures to accelerate the development of education in Dongguan are:
(A) the implementation of the "three to two" school management system reform
In order to implement the country's "county-oriented" education system, integrate and optimize educational resources, coordinate urban and rural development, make the division of financial power and administrative power at the town level more reasonable, and the village level will no longer assume the responsibility of running schools, promote the high-quality and balanced development of basic education, and improve the overall efficiency of running schools, the Dongguan Municipal Party Committee and the Municipal Government decided that the management system of running schools in primary and secondary schools should be changed from the city, town and village level to the town level. The main contents of the reform are as follows: (1) The senior middle schools in the city are coordinated by the municipal government and managed by the Municipal Education Bureau, and all the required funds are arranged by the municipal budget; Junior high schools are run by cities and towns (streets), mainly towns (streets), and primary schools are managed by towns (streets) in a unified way. The village (community) is no longer responsible for running and managing the school. Town (street) junior high school regular school funding by the municipal finance in accordance with the number of students approved by the city and the average annual education cost of 90%, the rest 10% beyond the city approved. After the implementation of the school management system reform, the municipal finance increased the recurrent investment in education by 840 million yuan.

(3) Promote the healthy development of private education.
We pay attention to standardized management, support and guide at the same time, and promote the healthy development of private education. In 2008, a meeting was held to clean up and rectify unlicensed schools and formulate a work plan. Clean up and rectify unlicensed primary and secondary schools (kindergartens) 146 throughout the year, and basically put an end to unlicensed school running in the city. Formulate and implement the Administrative Measures for Supervision and Evaluation of Private Primary and Secondary Schools in Dongguan (Trial), and * * * evaluate seven private primary and secondary schools as "three-star private schools in Dongguan". At the end of 2005, Dongguan successfully passed the provincial supervision and acceptance, and successfully established a strong provincial education city, becoming the fourth strong provincial education city after Shenzhen, Foshan and Zhongshan. After the successful establishment of a strong city in education, according to the decision of the Dongguan Municipal Party Committee and Municipal Government on building a strong city in education and accelerating the modernization of education, Dongguan focused on supporting economically underdeveloped towns to build a strong town in education, and gave support in financial funds, policies and experience. In 2006 and 2007, the municipal finance invested 450 million yuan to subsidize the construction of towns with strong education in the province. In 2006, Shatian, Chashan, nave and Hongmei were successfully built into provincial-level education towns. In 2007, five towns including Shipai, Mayong, Qishi, Xiegang and Wangniudun also passed the supervision and acceptance of provincial education towns, achieving full coverage of provincial education towns.

For a long time, there has been a big wage gap between teaching and administrative staff in different towns and schools in Dongguan, which has affected the stability and work enthusiasm of some towns and streets. In order to fundamentally solve this problem, the Dongguan Municipal Party Committee and the Municipal Government decided that from September 2006, the municipal finance will entrust banks to uniformly distribute the salaries, allowances and bonuses of on-the-job staff and retirees of public schools in the city according to the standards of municipal schools, and the municipal finance will increase the funds for regular education in towns and streets by 6544. In order to further protect teachers' welfare, Dongguan Municipal Party Committee and Municipal Government decided to incorporate teachers' housing subsidies into the municipal financial system from September 2007, which improved the unified salary system for teachers in the city and further mobilized teachers' work enthusiasm. These two reform policies fundamentally ensure that the salaries of teaching and administrative staff in towns (streets) are paid in full and on time, raise the salaries of some teaching and administrative staff in towns (streets), stabilize the teaching and administrative staff in the whole city, and promote the coordinated and balanced development of urban and rural education and regional education.
(six) the implementation of completely free compulsory education.
In order to implement the decision of Guangdong Provincial Party Committee and Guangdong Provincial People's Government on promoting free compulsory education in rural areas, effectively reduce the burden on the people, further improve the overall level and quality of compulsory education, and accelerate the modernization of education and the integration of urban and rural areas, the Dongguan Municipal Party Committee and Municipal Government decided to waive miscellaneous fees for students in the nine-year compulsory education stage with household registration in this city (including urban household registration and rural household registration) from September 1 2006. From September 2007 1, the book fees of registered students in this city will be exempted, and from September 2008 1, the difference of miscellaneous fees of registered students in this city will be exempted, so that compulsory education will be completely free.
(7) Actively explore effective ways to solve the reading problem in new Wan Ren.
In accordance with the spirit of "the inflow of local government management is given priority to full-time public primary and secondary schools", in accordance with the relevant provisions of the province, combined with the actual situation of this city, Dongguan adopted the way of borrowing public schools and holding private schools to solve the reading problem of the children of new Dongguan people (that is, the children of floating population). Towns (streets) fully tap the potential of public schools and use the remaining degrees to recruit as many children as possible from New Wan Ren. In order to reduce the economic burden of New Wan Ren, it is also stipulated that the children of New Wan Ren who have been approved by the education administrative department at or above the town (street) level, borrowed from designated public schools, their parents have a fixed address in the same enrollment school district, have lived continuously for more than five years, and have legal employment certificates and family planning certificates will be charged according to the standard of miscellaneous fees for ordinary students in this city. At the same time, we should actively encourage and support social organizations and individual citizens to set up private schools to serve children in New Wan Ren, and strengthen management to improve the quality of private schools, so as to make them an important channel to solve children's education problems in New Wan Ren. By the end of 2008, there were 237 private primary and secondary schools in Dongguan (including 7 private secondary vocational schools). Among the 4910.5 million non-registered primary and secondary school students in Dongguan, 36210.5 million are enrolled in private primary and secondary schools, accounting for 73.8% of the non-registered primary and secondary school students in Dongguan.
(eight) to achieve universal higher education.
Dongguan adheres to the comprehensive implementation of quality education, constantly improves the quality of education and enhances the competitiveness of the general college entrance examination, and has achieved good results. In 2007, the gross enrollment rate of higher education in Dongguan reached 60.9%, realizing the popularization of higher education. Among the general candidates, there are 7035 online candidates with bachelor degree or above, an increase of 564 or 8.7% over 2007. Guided by comprehensively promoting quality education and promoting the balanced development of basic education, we will vigorously promote the construction of graded schools, national model high schools, characteristic schools and the transformation of weak schools. By further exploring the effective ways to build high-quality schools, strengthening the guarantee measures for the construction of high-quality schools, strengthening the management of private schools, strengthening the effectiveness evaluation of the construction of high-quality schools and the overall transformation of weak schools, promoting the quality of preschool education, increasing the proportion of primary and secondary schools at the provincial and municipal levels, and promoting the standardized construction of private schools.
(2) Vigorously promote the adjustment of school layout in senior high school. According to the requirements of Dongguan high school layout adjustment plan, focusing on improving the quality and efficiency of high school education, we should focus on the long-term, make overall plans, adjust measures to local conditions, rationally arrange points, integrate the original high school education resources, implement large-scale and intensive school running, vigorously promote the high-quality construction of high school education, and build a high school education highland in the province. According to the principle of overall consideration and step-by-step implementation, our city plans to build and expand 27 public schools in high school, and basically complete the construction of school buildings and facilities in five years.
(3) Accelerate the development of vocational and technical education. Constantly promote the construction of national and provincial key secondary vocational schools, strengthen the construction of key majors, deepen the reform of vocational school enrollment, student status, education and teaching management system, strengthen the cooperation between production and education and school-enterprise cooperation, strengthen the innovation of vocational education, create a good social environment for the development of vocational education, further promote the large-scale, characteristic and diversified development of vocational education, and effectively enhance the ability of education to serve economic and social modernization.
(4) Strengthen the construction of teaching staff. We will promote the reform of the education and personnel system, fully equip and equip teachers in strict accordance with the teacher staffing standards, further improve teachers' academic qualifications and professional level, actively cultivate "famous teachers" and "famous principals", increase the introduction of talents, and vigorously strengthen the construction of teachers' morality and style, so as to ensure the construction of a high-quality teacher team with sufficient quantity, reasonable structure, excellent quality, strong scientific research awareness and ability, and meeting the needs of modern school education reform and development.
