"Market integration is the most important link to realize the coordinated development of Beijing-Tianjin-Hebei, and transportation integration is the foundation of the whole coordinated development." Through these agreements, we can find that Beijing and Tianjin, as two municipalities with relatively high development level, are more concentrated in the field of scientific and technological innovation and transformation. The industrial cooperation between Tianjin and Hebei focuses on the optimization and upgrading of traditional industries, while the industrial cooperation between Beijing and Hebei is more extensive.

Liu Gang, vice president of Binhai Development Research Institute of Nankai University, said that the industrial cooperation between the three places reflects the different division of labor according to their own development stages: Beijing R&D, Tianjin transformation, Hebei supporting, and dislocation development is very important.

At the same time, the long-standing problem that competition is greater than cooperation in Tianjin-Hebei ports has also been put on the agenda. According to the agreement signed between Tianjin and Hebei, the development of Tianjin Port aims at strengthening the position of comprehensive hub and container trunk port, while the construction of Hebei Port aims at becoming an international energy port, mainly transporting bulk materials such as energy and raw materials.

Mutual defense and reciprocity of ecological environment

The coordinated development of Beijing-Tianjin-Hebei has become a national strategy. It happened in the early spring when the smog was severe in the three places. The three places will carry out deeper exchanges on clean energy projects: for example, Beijing and Tianjin will unify motor vehicle oil standards, speed up the elimination of yellow-label vehicles and promote new energy vehicles; Tianjin and Hebei will jointly study and deploy clean electricity in northern Hebei, deepen cooperation with Tianjin power grid, and make overall arrangements for changing coal to gas supply in Tianjin and surrounding areas.

Bao Jingling, chief engineer of Tianjin Environmental Protection Bureau, said that the ecological and environmental problems in Beijing, Tianjin and Hebei have reached an unbearable level, and the enjoyment and mobility of the environment will force the three governments to strengthen cooperation.

The three places will also establish a long-term mechanism for ecological protection.
