First, the significance of calibration
Commercial calibration refers to the generation of the winning bidder (candidate) according to the evaluation results. Calibration in radiation and remote sensing is a process of converting the radiation intensity received by the remote sensor into absolute brightness or relative values related to physical quantities such as surface reflectivity and surface temperature.

There are two calibration methods:
(1) Directly generate the winning bidder (candidate) according to the score, bid evaluation result or bid evaluation price;
(2) Randomly select the winning bidder (candidate) after evaluation, such as fixed low-price bid evaluation method and combined low-price bid evaluation method.
There are two calibration modes:
(1) authorization, the bid evaluation committee directly determines the winning bidder;
(2) The bid evaluation committee recommends the successful candidate to the tenderer without authorization.
Fourthly, the method of calibration
The number of successful candidates recommended by the bid evaluation committee is one to three (note: only one successful candidate is generally recommended for scientific and technological projects and scientific research projects), and they must be arranged in order. For statutory procurement projects, the tenderer shall determine the winning candidate ranked first as the winning bidder. If the first successful candidate abandons the bid due to force majeure, fails to perform the contract, or the tender documents stipulate that the performance bond should be submitted within the prescribed time limit, the tenderer may determine the second successful candidate as the winning bidder. If the second candidate winning the bid cannot sign the contract for the above reasons, the tenderer may determine the third candidate winning the bid as the winning bidder.
