Can Petropavlovsk build a railway with modern technology?

We can't build a railway, because the weather here is so bad that it can reach minus 50 degrees in winter. It's unrealistic and desolate to build a railway in expressway, and it's too far away from other cities to be cost-effective. What's more frightening is that this is a city surrounded by volcanoes. The city is built on a hill, but it is surrounded by volcanoes, so there is no horizon anywhere in the city.
