A, the bid evaluation method:

1. This tender evaluation adopts the comprehensive evaluation method, that is, on the premise of meeting the substantive requirements of the tender documents, after comprehensive evaluation according to the bid evaluation standards and various factors specified in the tender documents, the bidder with the highest total evaluation score will be the winning candidate of the corresponding bid section.

2. Each member of the Bid Evaluation Committee shall independently evaluate and evaluate the technical part of the bidding documents of all effective bidders in the form of scoring (the calculation result shall be rounded to two decimal places).

Statistical summary of judges' scores (except price). If the number of judges is less than 5 (including 5), the score shall be directly calculated by arithmetic average; If the number of judges is more than 5, the arithmetic average score shall be calculated after removing the highest score and the lowest score.

3. If there are two or more bidders with the highest total score in a bid section, the bidder with lower bid price will be given priority as the candidate for winning the bid section. If the bidding price is the same, the notary office will determine the winning candidate by drawing lots.

Legal basis: Article 40 of the Bidding Law of People's Republic of China (PRC), the bid evaluation committee shall evaluate and compare the bid documents according to the bid evaluation standards and methods determined in the bidding documents; If there is a pre-tender estimate, it shall be referred to. After completing the bid evaluation, the bid evaluation committee shall submit a written bid evaluation report to the tenderer and recommend qualified candidates for winning the bid. The tenderer may also authorize the bid evaluation committee to directly determine the winning bidder.
