For example, a state stipulates that hospitals with 150 beds or more must have a utilization rate of more than 92% before they are allowed to expand. Another state includes the minimum bed occupancy rate when reimbursing hospitalization expenses. The utilization rate of beds in public hospitals in China is generally above 85%, and that in tertiary hospitals is generally above 90%. Private hospitals are generally below 80%, and the difference is only about 50%.
