Article 2 These regulations apply to meteorological disaster prevention activities within the administrative region of this city.
Meteorological disasters as mentioned in these regulations refer to disasters caused by typhoons, strong winds, tornadoes, heavy rains, high temperatures, droughts, thunder and lightning, heavy fog, haze, cold, road ice, hail, etc. Article 3 The municipal and district people's governments shall strengthen the leadership of meteorological disaster prevention work, establish and improve the coordination mechanism for meteorological disaster prevention work, incorporate meteorological disaster prevention work into the national economic and social development plans at the same level, and allocate funds for meteorological disaster prevention work Incorporate into the fiscal budget at this level.
The town people’s government and sub-district offices should assist the meteorological authorities and the administrative departments responsible for emergency management in carrying out meteorological disaster prevention knowledge publicity, information transmission, emergency liaison, emergency response, disaster reporting and disaster investigation, etc. Work.
Resident committees and villagers committees, under the guidance of meteorological authorities and relevant administrative departments, should carry out meteorological disaster prevention work such as publicity of meteorological disaster prevention knowledge and meteorological disaster emergency drills. Article 4 The municipal meteorological authority is responsible for the monitoring, forecasting and early warning of disastrous weather, and meteorological disaster prevention guidance within the administrative region of this city, and organizes the implementation of these regulations.
The district meteorological authority is responsible for the monitoring, forecasting and warning of disastrous weather within its administrative region, as well as meteorological disaster prevention guidance. If no meteorological authority has been established, the district people's government shall designate specific functional departments to be responsible for meteorological disaster prevention and other work in the administrative region.
Responsible for development and reform, education, civil affairs, human resources and social security, planning, natural resources, oceans, ecological environment, housing, urban and rural construction, transportation, water affairs, fishery, agriculture and rural areas, forestry, gardens, The administrative departments of health, emergency management, public security, urban management and comprehensive law enforcement, culture, radio, television, tourism, maritime affairs, port affairs, industry and information technology shall cooperate with meteorological disaster prevention work in accordance with these regulations. Article 5 The municipal and district people's governments shall incorporate the emergency response, linkage mechanism and early warning information release of meteorological disaster prevention and lightning prevention and disaster reduction work into the municipal and district safety production responsibility system assessment, and notify the assessment results.
The district people's government should improve community disaster prevention, reduction and relief capabilities through the establishment of comprehensive disaster reduction demonstration communities and assessment working mechanisms. Article 6 The municipal and district people's governments shall organize meteorological authorities responsible for development and reform, industry and informatization, education, public security, civil affairs, human resources and social security, planning, natural resources, oceans, ecological environment, housing, urban and rural construction, Administrative departments for urban management and comprehensive law enforcement, transportation, water affairs, agriculture and rural areas, forestry, gardens, health, culture, radio and television tourism, fishery, maritime affairs, port affairs, emergency management, etc., as well as hydrology, communications, civil aviation, electricity, subway, etc. Units should establish and improve meteorological disaster information sharing mechanisms, build meteorological disaster big data and disaster management comprehensive information systems, and incorporate them into the government information sharing platform.

The departments and units specified in the preceding paragraph shall promptly provide information related to meteorological disasters such as floods and droughts, urban and rural waterlogging, environmental pollution, geological disasters, traffic monitoring, agricultural disasters, forest fire dangers, and power grid failures, as well as information on the atmosphere, hydrology, and environment. , ecology, ocean, etc. and other basic information for monitoring. The administrative department responsible for education should incorporate meteorological disaster prevention knowledge into student training materials; urge schools to carry out meteorological disaster prevention knowledge education and improve students' emergency capabilities for risk avoidance, disaster avoidance, self-rescue and mutual rescue.
The administrative department responsible for urban and rural construction work should urge construction units to incorporate meteorological disaster prevention knowledge into the safety training of construction site workers, and incorporate meteorological disaster prevention into daily management and emergency drills.
The administrative department responsible for emergency management should incorporate meteorological disaster prevention knowledge into the disaster prevention and reduction publicity content for community residents, and include meteorological disasters into emergency disaster relief drills. Article 8 The competent meteorological agency shall, in conjunction with the administrative department responsible for planning work, prepare a special plan for environmental protection of meteorological facilities and meteorological detection, submit it to the people's government at the same level for approval, implement it and incorporate it into urban and rural planning in accordance with the law. After the special plan for environmental protection of meteorological facilities and meteorological detection is approved and announced, if it is really necessary to change due to changes in circumstances, the approval procedures shall be completed in accordance with the original approval procedures.
The competent meteorological agency shall equip meteorological facilities in accordance with relevant quality standards and technical requirements, set up necessary protective devices, establish a safety management system, and set up protective signs at prominent locations near meteorological facilities to indicate protection requirements.
