Article 1: In order to strengthen the road administration of urban expressways and ensure the integrity, safety and smoothness of urban expressways, this regulation is formulated in accordance with the "Urban Road Management Regulations" of the State Council and relevant laws and regulations, combined with the actual situation of this city. regulations. Article 2 The term "urban expressway" as mentioned in these regulations refers to urban roads, road land and ancillary facilities with a design speed of more than 60 kilometers per hour, all or part of which adopt grade-level intersections and controlled access, and are exclusively used for motor vehicles to travel in separate lanes.
Ancillary facilities refer to equipment and facilities such as traffic safety, communications, monitoring, toll collection, power supply, protective structures, and management rooms on urban expressways. Article 3 The Guangzhou Municipal Municipal Administration Department is the administrative department responsible for the highway administration of expressways in this city and is responsible for the organization, implementation, supervision and inspection of these regulations. Each expressway road administration agency is responsible for the road administration management of the expressways under its jurisdiction.
The public security organs are responsible for traffic safety and public security management on expressways.
Relevant departments such as urban planning, construction, land, and industrial and commercial administration shall assist in the road administration of urban expressways in accordance with their respective responsibilities. Article 4 The main responsibilities of urban expressway road management agencies are to protect expressways, expressway land and their ancillary facilities in accordance with the law, and to prevent and deal with various behaviors that encroach on and damage expressways, expressway land and their ancillary facilities. Article 5 Within the expressway land area, the construction of bridges, aqueducts, pole lines and other facilities across (crossing) the expressway, as well as the installation or movement of signs and billboards, must be reviewed and approved by the expressway administration agency. Go through the approval procedures with relevant departments. Article 6 Relevant departments shall not approve the construction of buildings (structures) or the installation of advertisements or signboards on both sides of expressways that may affect the safety of expressway traffic. Article 7 Vehicles that exceed the limits of expressways, bridges and tunnels and need to pass through expressways must hold an "Over-limit Transport Vehicle Pass" issued by the expressway road administration agency, drive according to the designated time, route and speed, and hang obvious signs . If it affects traffic safety, it must be approved by the public security and traffic management department.
Transport units exceeding the limit must bear the technical protection measures taken for safe passage and the costs required to repair damaged parts.
The "Over-limit Transport Vehicle Permit" for inter-regional driving shall be issued by the highway management agency after notifying the expressway administration agency. Article 8 Construction or temporary occupation of an expressway on an expressway must be approved by the expressway administration agency before the construction or temporary occupation unit can sign a contract with the operating unit and repair the road surface and clean up the site within the approved time. . If it affects traffic safety, it must obtain the consent of the public security and traffic management department and take corresponding safety measures. Article 9 When expressway traffic is seriously affected due to severe weather, natural disasters or major traffic accidents, the public security and traffic management departments and road administration agencies shall take emergency measures to divert and restore traffic. In addition to the aforementioned emergencies, if the expressway needs to be closed, it must be reported to the municipal municipal management department and the public security and traffic management department for approval before implementation. Article 10 When carrying out expressway repairs, maintenance projects and other engineering construction operations with approval, the following regulations must be observed:
(1) Construction personnel wear clothing with safety signs;
(2) Set up construction warning, speed limit, and guidance signs;
(3) For operations at night and in rainy and foggy weather, anti-fog lights or reflective warning signs must be installed on site.
(4) Vehicles and machinery used for construction should turn on yellow warning lights or set up work signs. Article 11 When motor vehicles pass through an expressway, they must abide by traffic rules and relevant regulations on expressway driving, obey the instructions of traffic police and road administration personnel, and pay vehicle tolls in accordance with relevant regulations of the national or provincial people's government. Article 12 No unit or individual may engage in the following acts:
(1) Pollute or damage expressways and their ancillary facilities;
(2) Test brakes or drive on expressways Trailers;
(3) Pedestrians, non-motor vehicles, tractors, battery vehicles, etc., motor vehicles with a design speed of less than 60 kilometers per hour, and uncovered motor vehicles carrying bulk materials enter the expressway;
(4) Extracting soil, stacking debris, dumping training, sand, gravel, and residual mud within the expressway land area, damaging the greening, digging ditches to divert water, and planting crops;
(5) On the expressway Excavate sand, quarry, narrow or widen the river bed, build dams or docks, and conduct underwater blasting within 200 meters upstream and downstream of the river spanned by the large and medium-sized bridges on the road.
(6) Engage in blasting, quarrying, and soil extraction on both sides of expressways, around tunnels, and within areas that affect driving safety and the safety of ancillary facilities;
(7) In Hanging cables and other objects on expressway signs, gantry, bridges and their piers;
(8) Other behaviors that damage expressways. Article 13: If an expressway and its ancillary facilities are damaged due to various accidents, the person responsible shall protect the scene, report to the road administration agency in a timely manner, and accept the handling of the road administration agency.
Anyone who damages an expressway and its ancillary facilities or refuses to pay tolls and forcibly passes through a toll station may be ordered by road administration personnel to suspend driving, park at a designated location, and accept punishment. Article 14 Expressway road administration agencies shall establish an inspection system to urge operating units to perform maintenance and repair duties, keep road surfaces smooth, facilities intact, and traffic signs and markings clear.
When performing official duties, road administration personnel shall wear signs in accordance with relevant regulations and hold valid administrative law enforcement documents. Vehicles on patrol duty should be equipped with uniform signs.
