The spring water of this fish pond supplies drinking water and farmland irrigation water to more than 3,000 people in 4 villages in Chongli County and 2 villages in Chicheng County across the mountain through a diversion tunnel. After learning about it, the management office adjusted the original design through on-site surveys and joint design, and set up structures to cross over according to the layout of the springs to protect the water source.

The construction environment is harsh, the climate is cold and dry, and the terrain difference is as high as 600 meters; the effective construction period is short and the construction period is tight... There are countless difficulties in the construction of the second phase of Zhangcheng. Overtime work is common for builders, and most people only go home once every half month.
