For construction enterprises and project departments that want to create standardized construction sites, we actively help them to create standardized construction sites. The project supervisor arranges experts to track, supervise and guide the establishment of the project, solve technical problems in time and popularize advanced practices. Before the standardization review, the supervisor conducts a preliminary review to find out the gap, and requires the construction enterprise to ensure that "personnel, responsibilities, technical measures and investment" are in place, and take the standard creation as an opportunity to continuously improve the internal management system.

In order to improve the enthusiasm of construction enterprises and project departments for bid creation, the chemical projects that have passed the bid evaluation will be awarded on site, and documents will be issued in time every month.

Four, the problems existing in the bidding work and 20xx work plan.

At present, the problems existing in the bidding work in our city can be simply summarized as: unwilling to create, difficult to create, difficult to evaluate, low level of bidding in the city, backward bidding in the province.

Some enterprises and project departments are not active in bidding, emphasizing some objective reasons: no incentive policy, tight construction period, low cost, unsuitable construction site, etc. The essence of the facts is: first, subjectively, they don't pay attention to safety production, and they don't want to invest in safety production, so they "cut corners" for safety protection; Second, it is unwilling to improve the working environment of workers and cannot be people-oriented; Third, there is no awareness of enterprise development, no attention to the development of corporate culture, and the management level is backward.

In view of the problem of "unwilling to create", safety management departments at all levels should interview the top leaders of construction enterprises and ask them to formulate internal management systems: first, enterprises should set a bid bond for the project department; The second is to strengthen the management of safety measures fees, establish a ledger for the use of safety measures fees, extract non-standard projects according to actual expenditures, and arrange the savings to other standard-setting projects. The third is to implement the system of "safety without signature and quality without acceptance" for projects with the conditions of winning the bid. All construction enterprises are required to pay special attention to the project department and implement the bidding work. Safety management departments at all levels should take the construction enterprises that have not established the internal bidding system as the key objects of safety inspection at ordinary times. This year's enterprise safety evaluation should also add this content.

2. It is difficult to create a standard. Some enterprises want to create a standard, but they lack safety management talents who really understand safety and don't know how to create it. The professional level of some supervisors in our safety supervision station (including county safety supervision station) is not very good, so they can't independently guide the bidding work. This year, we are going to hold some classes, and the heads of our management departments and the section chief of enterprise security will attend to learn some new technologies, new knowledge and new norms. To set up a standard-setting guidance class, you can invite experts from the province to give lectures, or you can organize everyone to visit other places at an appropriate time. In order to improve the management level and comprehensive quality of safety management personnel in our city as a whole. Extensive safety and quality standardization demonstration on-site observation activities, counties (cities, districts) open themselves, learn more and communicate more. Supervisors should do a good job in guiding and helping the winning project. Construction enterprises should hire management talents who really understand safety with high salaries, and enterprises should directly arrange security officers to be stationed at the construction site. They should carry out daily safety inspection and eliminate hidden dangers in time, otherwise they should report to the enterprise legal person or vice president of safety immediately.

3. Bid evaluation is difficult. This year, it is necessary to improve the evaluation standards of demonstration sites (communities) for safety and quality standardization of municipal construction projects. The purpose of this work is to provide evaluation basis for all participants in the evaluation of standardized chemical sites (communities) and prevent human factors from appearing in the evaluation process. Strive to achieve the goal of only one ruler in bid evaluation.

4. The city standard level is not high. At present, the standardization level in our city is generally not high, so it is necessary to intensify exchanges and learning, and notify and commend the construction enterprises, project managers and supervision units that have achieved standardization demonstration sites (communities) in the whole industry and incorporate them into their credit files. Since the beginning of this year, we have publicized the photo report file of the website of the Construction Management Office and the honor list of the website of the Construction Committee. Publicize and report some good practices in provincial and municipal bidding projects in the form of pictures, and put the relevant managers of these projects on the honor roll together with the list of team leaders of scaffolder, carpenter and electrician. In this year's bidding work, for counties (cities, districts) and construction enterprises with relatively good compliance rate, the requirements can be appropriately raised, and on the basis of realizing the standardization of "safety protection" on the construction site, the standardization of "safety management" and "safety behavior" of employees can be gradually realized. This year, we will also pay a return visit to the unfinished projects that have passed the standardization review. For the projects that have passed the standardization review, the safety production level will be lowered, and if they fail to meet the standards of standardized chemical industry, the honorary qualification of standardized chemical industry will be cancelled.

5. The provincial standard is backward in the whole province. The number of provincial standard site projects in our city is backward in the whole province, and the provincial standard community is still blank. This year, we should strive for provincial standard projects, strive to create a number in the province, and achieve a breakthrough in provincial standard demarcation. At present, the safety management level of some enterprises in our city is low, the safety investment is insufficient, the responsibility measures are not in place, the rules and regulations are not perfect, and the safety awareness of employees is not strong, which leads to frequent accidents and the safety production situation is not optimistic. In the next step, we should conscientiously implement the spirit of the document "Notice of the State Council on Further Strengthening the Work of Enterprise Safety in Production" issued by Guo Fa [20xx] No.23 and the "Implementation Opinions on Further Strengthening the Work of Enterprise Safety in Production" issued by the provincial government (Zheng Wan [20xx] No.89), implement the main responsibility of enterprise safety in production, adhere to the policy of "safety first, prevention first and comprehensive management", and comprehensively strengthen the work of enterprise safety in production.
