Mark Mardon was jailed for theft. On his way to prison, he jumped off a moving train and fled to the home of his brother Clyde. Clyde has just discovered a way to control the weather and creates a "weather wand". Madon claimed that Clyde died of a heart attack before he arrived. However, in "Revenge of the Scoundrels" Mardon reveals that he used Clyde's invention to kill him because he threatened to call the police. In all previous storylines, Ma Dong claimed to have discovered a notebook recording the details of the weather control experiment. He built a weather wand based on the principles discovered by Clyde. He then disguised himself as a weather wizard. Ma Dong, who became a weather wizard, took revenge on the three police officers who arrested him. He manages to capture two police officers, but is ultimately stopped by The Flash (Barry Allen).

The Weather Wizard then devised a plan to build a weather control station to use the cold weather to isolate Oakley County, Wyoming, from the rest of the country. This threatens residents to pay or face worse weather. His next plan is to use the funds raised to build a massive weather control station from which he can control the entire country. Wally (Kid Flash) and Elongated Man foil his plan. Since then, the Weather Wizard has fought against Batman, but his opponent has always been Barry Allen, the Flash.

In order to defeat the Flash, Weather Wizard joined the Rogue Gang and became its core member. After Barry Allen's death, the Weather Wizard stopped committing crimes and disappeared for a while.

In the major event of the underworld's ban, the Weather Wizard and others were deceived by Akadiba and sacrificed themselves to release the demon Neron. In order to force the Flash to sign a contract with him, Neron sent the soulless bodies of Weather Wizard and others to Earth to cause them to wreak havoc. Eventually the Flash returns his soul to his body.

After Blacksmith's plan to capture the Twin Cities failed, the Weather Wizard returned to the rogue gang led by Captain Freeze.

In the Full Throttle storyline, Inertia joins forces with the Rogue Gang to fight against the Flash, Bart Allen. During this time, Inertia destroyed the Weather Wand, using future psychotherapy to remove the Weather Wizard's mental block, allowing him to use his abilities without the need for a wand. Without knowing it, Weather Wizard and others attack the Flash and kill him.

Due to the death of the Flash, Weather Wizard and others were exiled to the hell planet Salvation. After facing the hostile forces of Salvation alone for a period of time, they survived the test of survival and proved their mettle to return to Earth.

During the Final Crisis, because the Rogues refused Libra's recruitment, Libra ordered the new Rogues to kill the Rogues' friend Paul Gambi and kidnap the Weather Wizard's son. The enraged Weather Witch killed the impostor Weather Witch and rescued the second-generation magician from Mr. Magic.

The Weather Wizard kills the Weather Witch. The Weather Wizard created a tornado inside Mr. Magic and tore him apart. In the Flashpoint storyline, the Weather Wizard assumes that Citizen Cold killed his brother Clyde. He and other members of the Rogue Gang escape from the Iron Prison to seek revenge on the cold citizens. Eventually Citizen Cold defeated him and broke his neck.
