Measures for the Administration of Lightning Protection and Disaster Reduction in Jilin Province

Article 1 In order to strengthen the lightning disaster prevention, avoid and reduce the losses caused by lightning disasters, ensure the safety of citizens' lives and property and public safety, and promote economic and social development, these measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on the Prevention of Meteorological Disasters and other relevant laws and regulations, combined with the actual situation of this province. Second units and individuals related to lightning protection and disaster reduction activities within the administrative region of this province shall abide by these measures. Article 3 The term "lightning protection and disaster reduction" as mentioned in these Measures refers to activities to prevent and mitigate lightning disasters, including research, monitoring, early warning, risk assessment and protection of lightning and lightning disasters, as well as investigation and identification of lightning disasters.

The term "lightning disaster" as mentioned in these Measures refers to casualties and property losses caused by direct lightning, lightning induction, lightning wave invasion and lightning electromagnetic pulse. Article 4 To carry out lightning protection and disaster reduction work, we should adhere to the principle of putting prevention first and combining prevention with control, and establish a working mechanism of lightning protection and disaster reduction led by the government, linked by departments and participated by the society. Article 5 The people's governments at or above the county level shall strengthen their leadership over lightning protection and disaster reduction, incorporate lightning protection and disaster reduction into local economic and social development planning and supervision and management of production safety, include the required funds in the fiscal budget at the corresponding level, and gradually increase investment according to the needs of economic and social development and lightning protection and disaster reduction. Sixth people's governments at or above the county level shall encourage and support the research and development of lightning protection science and technology, popularize and apply the research results of lightning protection science and technology, and strengthen the standardization of lightning protection.

The people's governments at or above the county level shall carry out propaganda on lightning protection and disaster reduction through radio, television, newspapers, information networks and other media, enhance the awareness of lightning protection and disaster reduction of the whole people, and improve the ability of lightning protection and disaster reduction. Seventh competent meteorological departments at or above the county level shall be responsible for the organization and management of lightning protection and disaster reduction within their respective administrative areas under the leadership of the competent meteorological departments at higher levels and the people's governments at the corresponding levels. In municipal districts without competent meteorological departments, lightning protection and disaster reduction work shall be undertaken by the competent meteorological department at the next higher level.

The administrative departments of production safety supervision, education, public security, housing and urban construction, transportation, forestry, health and family planning, tourism, animal husbandry and communication management at or above the county level shall, according to their respective functions and duties, do a good job in lightning protection and disaster reduction. Eighth provincial meteorological authorities shall perform the following duties:

(a) organize relevant departments to scientifically plan the lightning monitoring network in the province and improve the lightning monitoring system;

(2) Strengthen the data management of lightning monitoring equipment to realize information sharing and effective utilization;

(3) Organizing the research and development of lightning monitoring products to improve the scientificity, timeliness and accuracy of lightning monitoring. Article 9 The competent meteorological departments at or above the county level shall organize relevant departments and coordinate relevant scientific research institutions to strengthen the research on the basic theory of lightning protection, lightning protection application technology and early warning system, and improve the ability of lightning prediction and early warning and lightning protection and disaster reduction services.

Meteorological offices and stations subordinate to the competent meteorological departments at or above the county level shall strengthen the monitoring and forecasting of lightning disasters and timely release early warning information of lightning disasters. Tenth lightning weather forecast and early warning information should be released to the public by the meteorological observatory through the local major media, and supplemented or revised in time according to the weather changes. No other organization or individual may release lightning weather forecast and early warning information to the public.

Radio, television, newspapers, information networks and other media shall, after receiving the lightning weather forecast and early warning information required by the Meteorological Observatory, spread it to the public in time, and the relevant media shall timely insert or increase the supplementary, revised forecast and early warning information of major lightning weather. Eleventh all kinds of buildings (structures), places and facilities shall be installed with lightning protection devices in accordance with the provisions of the state, which shall meet the relevant national standards and be designed, constructed and put into use at the same time as the main project. Twelfth lightning protection devices of the following buildings (structures), places and facilities shall be completed and accepted:

(a) the first, second and third types of lightning protection buildings (structures) specified in the national standard "Code for Lightning Protection Design of Buildings";

(2) Explosion and fire hazard environments and facilities such as oil depots, gas depots, gas filling stations, storage depots for liquefied natural gas and civil explosives, oil (gas) pipeline stations and valve rooms;

(3) Posts and telecommunications, transportation, radio and television, medical and health, finance and securities, culture and education, sports, tourism, playgrounds, immovable cultural relics and other places and facilities with public services or crowded people, as well as various electronic information systems;

(4) Other places and facilities where lightning protection devices should be installed according to regulations. Thirteenth lightning protection devices installed in accordance with state regulations should be tested once a year. Lightning protection devices located in explosion and fire danger places in lightning-prone areas should be tested once every six months. Fourteenth lightning protection device testing, by the device using units or individuals entrusted with the qualification of lightning protection device testing institutions, testing institutions should be timely detection of lightning protection devices declared for testing. Lightning protection devices that fail to pass the test shall be rectified by the unit or individual within a time limit.

The competent meteorological departments and safety production supervision and management departments shall strengthen the management, supervision and inspection of regular detection of lightning protection devices. Fifteenth lightning protection device testing institutions shall strictly implement the relevant national standards and norms, establish and improve the testing system, ensure the authenticity, scientificity and impartiality of the testing data and testing reports, and submit the testing reports to the local meteorological authorities within the specified time. The local competent meteorological department regularly announces the relevant information of lightning protection device detection to the public.
