Climate is the natural environment for human survival and an important basic resource for sustainable economic and social development. It is an indisputable fact that global climate change is characterized by climate warming. Climate change leads to frequent disastrous climate events, accelerated melting of glacier snow, unbalanced distribution of water resources and threatened biodiversity, which has a far-reaching impact on human economic and social life and sustainable development. It can be said that climate and climate change issues have never been highly concerned and valued by countries, people all over the world and international organizations. Climate change is related to the well-being of mankind and the sustainable development of the world, and it needs the active response of the international community. At this moment, it is both necessary and important to hold the Third World Climate Conference with the theme of "Climate Prediction and Information Service Decision-making". This will have a significant and far-reaching impact on deepening the international community's understanding of climate and climate change, and bring positive and effective impetus to deepening the application of climate services in economic and social development.

Ladies and gentlemen,
Ladies and gentlemen,
China is a country with complex climatic conditions, fragile ecological environment, frequent natural disasters and vulnerable to climate change. China * * * attaches great importance to meteorological work and climate service, and has established a multi-level climate service network at the national, provincial, municipal and county levels, covering the whole country. We not only provide general climate services such as climate prediction and monitoring information release, but also provide a large number of professional climate services, especially in the fields of agricultural disaster prevention and mitigation, flood control and drought relief, typhoon defense, transportation, disease control, forest and grassland fire prevention and so on. , strengthen climate monitoring, forecasting and early warning services, release information to the public in a timely manner through various means, and provide decision-making services for mobilizing all forces to carry out disaster relief work, which has achieved obvious disaster reduction results and economic and social benefits. In 2003, China established the Beijing Climate Center, which was officially recognized as the Asian regional climate center by the World Meteorological Organization in June this year, providing climate prediction information to countries in the Asian region and promoting the development of climate work in the Asian region.

Ladies and gentlemen,
Ladies and gentlemen,
Climate change is a common challenge facing mankind. China is the largest developing country in the world. Although the task of developing economy, eliminating poverty and improving people's livelihood is very arduous, it still attaches great importance to climate change. China is the first developing country to formulate a national plan to deal with climate change. China has clearly stated that from 2005 to 20 10, the energy consumption per unit of GDP will be reduced by about 20%, the discharge of major pollutants will be reduced by 10%, the forest coverage rate will be increased from 18% to 20%, and the proportion of renewable energy in primary energy consumption will be increased from 7.5% to1. In order to strengthen the response to climate change, China has set up a national leading group to deal with climate change, and adopted a series of policies and measures in adjusting the economic and industrial structure, eliminating backward production capacity, developing circular economy, saving energy, improving energy efficiency and developing renewable energy. Through unremitting efforts, China has achieved positive results in energy conservation and emission reduction, and the energy consumption per unit of GDP decreased 10. 1% in 2006-2008. In the past 30 years, China has planted more than 54 million hectares of forests, which is the largest country in the world.

As a responsible country, China advocates effective international cooperation to jointly tackle climate change. Although the international financial crisis has severely impacted the world economy and China's economy has been greatly affected, our determination to deal with climate change has not changed and our actions have not slackened. We will continue to actively participate in and promote the international community's response to climate change and promote the upcoming Copenhagen conference to achieve positive results. We will continue to adhere to the basic framework of the United Nations Framework Convention on Climate Change and the Kyoto Protocol, the principle of "common but differentiated responsibilities" and sustainable development. We advocate that the Copenhagen Conference should strictly follow the mandate of the Bali Road Map, further strengthen the comprehensive, effective and sustained implementation of the Convention and its Protocols, and give overall consideration to issues such as mitigation, adaptation, technology transfer and financial support. Developed countries should continue to take the lead in quantifying emission reductions, while developing countries should do their best to contribute. China will unswervingly follow the path of sustainable development, implement strong domestic policies, measures and actions, undertake international obligations commensurate with the stage of development, responsibilities and practical capabilities, and work with the international community to care for the earth home shared by mankind.
