How does Pokemon King open the director's door?

You have to hit the TV tower first, then the fake director gives the key to the top, and then go to the underground passage to open the door that can't be opened. After hitting several enemies, you will meet an old man with a wall of people. He will give you another key, take it to the third floor of the TV station to open the door and hit the top. The fake director will come back to thank you and give you a golden hair.
