What meteorological agencies at all levels issue weather forecasts?

Meteorological offices and stations subordinate to competent meteorological departments at all levels shall, in accordance with their duties, release public meteorological forecasts, severe weather warnings and meteorological disaster warning signals to the public, and supplement or revise them in time according to weather changes. No other organization or individual may release public weather forecast, severe weather warning and meteorological disaster warning signals to the society.
