6. Implement a new energy-saving and emission-reduction mechanism combining incentives and constraints, and increase the collection of sewage charges. Increase credit support for air pollution prevention and control. Strengthen international cooperation and vigorously cultivate environmental protection and new energy industries;
7. Use laws and standards to "force" industrial transformation and upgrading. Formulate and revise emission standards for key industries, and propose to amend laws such as the Air Pollution Prevention and Control Law. Compulsory disclosure of environmental information of enterprises in heavily polluting industries. Announce the air quality rankings of key cities. Increase the punishment for illegal acts;

Establish a joint prevention and control mechanism for the Bohai Rim regions such as Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta, strengthen PM2.5 governance in densely populated areas and key cities, and build a target responsibility assessment system for atmospheric environmental remediation in various provinces (autonomous regions and municipalities);
9. Incorporate the heavily polluted weather into the emergency management of local governments, and take timely measures such as limiting the production and emission of heavily polluted enterprises and motor vehicles according to the degree of pollution;
10. Establish a code of conduct for the whole society, that is, "breathe together and fight together * * *". The local government takes overall responsibility for the local air quality, implements the main responsibility of enterprises for pollution control, and the relevant departments in the State Council make overall coordination, advocate saving green consumption patterns and living habits, and mobilize the whole people to participate in environmental protection and supervision.

Article 78 The competent department of ecological environment in the State Council shall, jointly with the administrative department of health in the State Council, publish a list of toxic and harmful atmospheric pollutants according to the harm and impact of atmospheric pollutants on public health and ecological environment, and implement risk management.
Enterprises and institutions that discharge toxic and harmful atmospheric pollutants listed in the catalogue specified in the preceding paragraph shall, in accordance with the relevant provisions of the state, build an environmental risk early warning system, regularly monitor the discharge outlet and the surrounding environment, conduct environmental risk assessment, investigate environmental safety hazards, and take effective measures to prevent environmental risks.
