The third and fourth digits represent the prefecture level (including the summary codes of municipal districts and counties under the jurisdiction of provinces, prefecture-level cities, autonomous prefectures, regions, leagues and municipalities directly under the Central Government, and the summary codes of county-level administrative divisions under the jurisdiction of provinces or autonomous regions). Where 0 1-20 and 5 1-70 represent provinces and municipalities directly under the central government; 2 1-50 indicates regions (autonomous prefectures and leagues). 90 represents the summary code of county-level administrative divisions of provinces, autonomous regions and municipalities directly under the Central Government.

The fifth and sixth representatives represent the county level (municipal districts, county-level cities and banners). 0 1-20 represents the county-level cities under the jurisdiction of municipal districts or regions (autonomous prefectures and leagues); 2 1-70 stands for county (flag); 8 1-99 stands for county-level cities directly under the provincial government; 7 1-80 stands for industrial park or economic development zone.
4. The seventh to ninth representatives are townships (street offices). Among them, 000-099 stands for street offices, 100- 199 stands for towns, 200-299 stands for villages and towns, 400-479 stands for forest farms, pastures, science and technology cities and parks, 480-499 stands for forestry bureaus, and 500-579 stands for farms and corps.
5. In order to reflect the division below towns in more detail, the National Bureau of Statistics added three codes: neighborhood committee and village committee.
