Article 1 In order to effectively protect and rationally develop and utilize climate resources, promote the construction of ecological civilization, and promote sustainable economic and social development, in accordance with the provisions of the Meteorological Law of the People's Republic of China and the National Meteorological Law and other relevant laws and regulations , based on the actual situation of the province, these measures are formulated. Article 2 Anyone engaged in climate resource protection, development and utilization activities within the administrative region of this province must comply with these Measures. Article 3 The term “climate resources” as mentioned in these Measures refers to natural substances and energy such as sunlight, heat, precipitation, cloud water, wind and other exploitable atmospheric components that can be utilized by human production and life. Article 4 The protection, development and utilization of climate resources shall follow the principles of overall planning, protection priority, scientific development and rational utilization. Article 5 People’s governments at or above the county level shall strengthen leadership over the protection, development and utilization of climate resources, establish a cooperation and sharing mechanism for climate resource protection, development and utilization, and study and solve major issues in the protection, development and utilization of climate resources.

People's governments at or above the county level should incorporate climate resource protection, development and utilization into national economic and social development plans, and the required funds should be included in the fiscal budget at the same level. Article 6: Meteorological authorities at or above the county level are responsible for the services, guidance and supervision of climate resource protection, development and utilization within their respective administrative regions.

Other relevant departments of the people's governments at or above the county level shall carry out work related to the protection, development and utilization of climate resources within the scope of their respective responsibilities.

Article 7 People's governments at or above the county level shall strengthen the construction of climate resource monitoring infrastructure and strengthen the protection, development and utilization of climate resources.

Encourage and support scientific and technological research in the protection, development and utilization of climate resources as well as the promotion and application of advanced technologies. Article 8 Meteorological stations affiliated to meteorological authorities at or above the county level shall undertake the detection of climate resources in accordance with their duties. Meteorological stations affiliated to other relevant departments shall undertake the detection tasks of climate resources within the prescribed scope of responsibilities. Article 9: Those engaged in detection activities related to the protection, development and utilization of climate resources shall abide by relevant laws and regulations, implement relevant technical standards and specifications, and ensure the accuracy and completeness of climate resource detection information. Article 10 The provincial meteorological authority shall prepare climate resource zoning based on climate resource detection data, and make recommendations to the provincial people's government and relevant departments on the protection, development and utilization of climate resources and the application of climate resource zoning results.

Climate resource zoning should be prepared in accordance with national climate business specifications and technical standards, mainly including the distribution of climate resources in the region, the requirements for climate resource conditions of the zoning objects, zoning indicators and sub-regional climate resource conditions, climate resources Advantages and countermeasures and suggestions, etc. Article 11 Provincial meteorological authorities shall issue climate status bulletins on a regular basis, announcing to the public information on the climate conditions of the previous year, abnormal climate events and their impact on the economy and society, so as to provide a basis for the protection, development and utilization of climate resources.

Other organizations and individuals are not allowed to publish climate status bulletins to the public. Article 12 The meteorological authorities at or above the county level shall carry out assessment of climate change impacts and climate resources within their respective administrative regions, prepare economic and social development plans, industry plans and related special plans for the people's governments at the same level and relevant departments, and organize responses to climate change. Provide evidence. Article 13 People's governments at or above the county level shall formulate climate resource protection, development and utilization plans, and connect them with relevant industry plans and special plans.

Climate resource protection, development and utilization planning mainly includes the focus and direction of climate resource protection, development and utilization, project construction planning, climate resource protection, development and utilization measures, etc. Article 14 The people's governments at or above the county level shall delineate the scope of climate resource protection in vulnerable and sensitive areas of climate resources based on climate resource protection, development and utilization plans.

Construction projects that have an adverse impact on climate resources shall not be constructed within the scope of climate resource protection. Article 15 People's governments at or above the county level shall respond to climate change in their regions, gradually guide the improvement of energy structure, control greenhouse gas emissions, protect the ecological environment and climate resources, and promote the development of circular economy. Article 16 People's governments at or above the county level shall use local climate change impacts and climate resource assessment results to optimize the layout of agricultural industries, adjust planting structures, and promote ecological environment construction.

Meteorological authorities at or above the county level should organize refined agricultural climate zoning, agricultural meteorological disaster prevention and other work based on local economic, social, ecological and climatic conditions, and promote climate quality assessment of agricultural products. Article 17 People's governments at or above the county level shall rationally develop and utilize climate resources in their respective administrative regions in accordance with climate resource protection, development and utilization plans.

Meteorological authorities at all levels should provide technical support and services for the protection, development and utilization of climate resources. Article 18 People's governments at or above the county level shall arrange artificial weather modification operations and rationally utilize cloud water resources based on needs such as drought relief, hail prevention, forest and grassland fire prevention, and ecological restoration. Article 19 The provincial meteorological authority shall work with relevant departments to establish a climate change monitoring and assessment system, strengthen the monitoring of climate change and extreme climate events, and conduct an assessment of the impact of climate change on water resources, ecological environment, and sensitive industries, in order to adapt to and Provide decision-making basis for mitigating climate change. Article 20 Urban and rural planning and construction should be adapted to the carrying capacity of local climate resources to avoid deterioration of the climate and ecological environment.
