In order to implement the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution and strictly control motor vehicle pollution, the pollutant emission limits and measurement methods for light vehicles (the fifth stage of China) (GB 18352.5-20 13) and the pollutant emission limits and measurement methods for automobile compression-ignition engines and gas-fuel ignition engines (the third, fourth and fifth stages of China) are fully implemented.
First, according to the upgrading process of oil products, the national five standards for motor vehicles will be implemented in different regions.
(1) 1 1 (Beijing, Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong, Hainan) All light gasoline vehicles imported, sold and registered in eastern provinces and cities since April 1 20 16.
(2) Since 2065438+0765438+1kloc-0/,all light gasoline vehicles and heavy diesel vehicles (passenger cars and buses, sanitation and postal services) manufactured, imported, sold and registered in China must meet the requirements of the National Five Standards.
(3) From July, 2065438+July, 2007, the heavy-duty diesel vehicles manufactured, imported, sold and registered in China must meet the requirements of the National Five Standards.
(4) From 2065438+0865438+1 October1,light diesel vehicles manufactured, imported, sold and registered in China must meet the requirements of the National Five Standards.
Second, automobile production and import enterprises, as the main body responsible for the consistency management of environmental protection production, should announce the emission inspection information and pollution control technical information of their production and import motor vehicles to the public according to the newly revised air pollution prevention law and relevant regulations, and can only leave the factory for sale after passing the inspection to ensure that the vehicles actually produced and sold meet the emission standards.
3. The Ministry of Environmental Protection shall, jointly with relevant departments, supervise and inspect the environmental protection standards of motor vehicles according to law, and impose strict penalties on newly produced and sold vehicles that do not meet the emission standards; And actively cooperate with relevant departments to strengthen vehicle fuel management, promote oil upgrading, and ensure fuel quality.
