The weather forecast is inaccurate. Can you accuse it of cheating?

The crime of fraud (Article 266 of the Criminal Law of People's Republic of China (PRC)) refers to the act of fabricating facts or concealing the truth for the purpose of illegal possession, and defrauding a large amount of public or private property. In fact, the weather forecast has three aspects: "the purpose of occupying ratings", "the method of fabricating facts or concealing the truth" and "the amount of defrauding spiritual property is absolutely large". But the problem is that this does not seem to be "illegal." This is an act allowed by The Central Committee of the Communist Party of China (CCCPC).
