In accordance with the resolution of the 31st Typhoon Committee of the World Meteorological Organization held in Manila, Philippines, in December 1998, starting from January 1, 2000, the Northwest Pacific and Northwestern Pacific Oceans used in international aviation and navigation A unified identification method for typhoons in the South China Sea. Except for maintaining the status quo numbering (for example, the first typhoon number in 2004 was 0401), all typhoon names will be changed and reorganized into 140 names, divided into 5 groups of 28 names each. , 10 are provided by each of the 14 Typhoon Committee members in the northwest Pacific and South China Sea countries or regions, and then the Regional Designated Meteorological Center (RSMC) of the World Meteorological Organization in Tokyo, Japan is responsible for naming them in the order of arrangement. It is up to each country (or region) to decide whether to use these typhoon names in typhoon reports within its jurisdiction.

In response to the World Meteorological Organization's Typhoon Committee's change in naming typhoons in the Northwest Pacific and South China Sea, starting from January 1, 1989, the Central Meteorological Administration changed the main typhoon number when reporting typhoon news. The Typhoon Committee's International Nomenclature is supplemented.

Since the original texts of the new 140 typhoon names come from different countries and regions, they include not only the names of people commonly used in the past, but also nouns such as animals, plants, astrology, place names, mythological figures, jewelry, etc. The ordering of Z is therefore very complex and irregular. For the sake of caution, the Central Meteorological Administration conducted a public opinion survey. More than 74% of the public believed that it is more appropriate to report typhoon news mainly with typhoon numbers, supplemented by international typhoon names.
