Chapter I General Provisions Article 1 These Measures are formulated in order to strengthen the management of river embankments, give full play to the flood discharge, drainage and water conveyance capacity of river courses, ensure the safety of industrial and agricultural production and people's lives and property, and better promote the socialist modernization of our city. Article 2 The management scope of these Measures includes: rivers, dikes, beaches, berms, flood storage areas and flood detention areas. Article 3 The management of river dikes shall be carried out under the unified leadership of the Municipal People's Government in accordance with the following division of labor: the municipal management of dike revetment, drainage channel and sewage channel shall be the responsibility of the Municipal Engineering Bureau, with the cooperation of all districts in the city; Haihe River (suburban section), Yongding New River, Duliujian River and Ziya River (Xihezha to Xihengdi section) are under the responsibility of Haihe Downstream Management Bureau of Haihe Water Resources Commission of the Ministry of Water and Electricity; Other river embankments in suburban counties (including drainage and sewage rivers in charge of suburban counties) are managed by the Municipal Water Conservancy Bureau and the water conservancy departments of suburban counties at different levels. Fourth river embankment management departments at all levels shall, in accordance with the principle of combining professional management with mass management, fully rely on the masses, continuously improve the scientific management level, and earnestly strengthen the management of river embankments. Fifth all organs, organizations, troops, enterprises and institutions, villages and individuals shall abide by these measures. Chapter II Dike Management Article 6 The scope of dike protection areas shall be delineated from the riverbank lines on both sides of the river according to the specific conditions of each river according to the following distances:

(a) Ziya New River, Duliujian River, Yongding New River, Chaobai New River and Haihe River are 30 meters;

(II) The reach of Zhouhe River, Xunhe River (including river diversion into the tide), Homecoming Xinhe River, Jiyun Canal, Qinglongwan River (including river diversion into the tide), Yongding River and North Canal, Jinzhong River, Ziya River, South Canal, Daqing River and Zhongting Dike in suburban counties is 25 meters;

(3) Sewage River in the suburbs of Beijing, Machang River (from Jiuxuan Gate to Liu Du South Dike) and the urban North Canal, Xinkai River, Ziya River and South Canal each 20 meters;

(four) other rivers are ten meters.

Determination of river bank line: if there is a river bank, the toe of the river bank shall prevail; If there is no river bank, the revetment shall prevail; If there is no river bank or revetment, the natural river bank shall prevail. Article 7 It is strictly prohibited to break the dike without authorization, to build toilets, to fence, to repair ditches and wells, to build houses in kilns, to dig sand and earth, to dig turf, to set fire to wildfires, to destroy forests for land reclamation, to pile up sundries, to raise livestock, to dry feces, to explode, to aim at, to bury, to build civil air defense fortifications or to engage in other activities that endanger the safety of dikes. No mowing, grazing or planting crops are allowed on the embankment. Article 8 It is forbidden to dismantle or damage revetment, slope protection, culverts, waterproof walls, sluice gates, hydrological facilities, survey marks, communication lines, lighting equipment, boundary markers, mileage piles, flood control houses, earth cows, road poles and other facilities. Article 9 To build or rebuild special docks, revetments, roads, railways, bridges and culverts, pump houses, irrigation and drainage outlets, trestles, docks, buried pipes, poles, cables, pipelines and other facilities within the scope of river embankment management, it is necessary to obtain the consent of the river embankment management department first, and then go through the examination and approval procedures in accordance with relevant regulations. All kinds of special river dike facilities shall be repaired and maintained by the user unit, and shall be subject to the supervision of the river dike management department.

The original buildings within the scope of river dikes, property units shall not transfer or exchange property rights, nor shall they be expanded, rebuilt or renovated without authorization. Article 10 Without the approval of the river embankment management department, hard-wheeled vehicles, tracked vehicles and vehicles with a load of more than three tons are not allowed to drive on unpaved embankment sections. During the muddy period after rain and snow, no other vehicles are allowed to pass except those carrying out emergency tasks such as flood control, emergency rescue, military and public security.

The use of the crest as a road must be approved by the river embankment management department, and the traffic or main construction department will repair the road surface and be responsible for its maintenance. To build all kinds of roads across the top of the dike, ramps must be filled to ensure that the design section of the dike body will not be affected. Eleventh public or dedicated docks are not allowed to be used for other purposes, and goods are not allowed to be loaded and unloaded in the non-dock area of the river bank. Article 12 The gates at the entrances and exits of urban river dikes and waterproof walls shall be properly kept by users and shall not be used for other purposes. Chapter III River Management Article 13 The construction of river-crossing bridges, pipelines, aqueducts, inverted siphons, culvert pipes and other projects must be designed on the premise of not affecting the flood discharge and drainage of rivers and ensuring the safety of dikes, and can only be started after being reviewed by the district and county river dike management departments and approved by the municipal river dike management departments. During the construction period, the river embankment management department can send people to supervise; After completion, it must be accepted by the municipal river embankment management department. Article 14 It is strictly forbidden to fill rivers for land reclamation. It is strictly prohibited to set up water blocking obstacles, plant water blocking trees, build dams and ridges in flood drainage rivers and beaches. Reed and other high-stalk water-resistant crops shall not be planted in the floodplain. Fifteenth it is forbidden to dump garbage, feces, slag, furnace ash and waste soil into rivers and beaches. It is strictly prohibited to discharge mortar, mud, paper pulp, waste oil and sewage and wastewater that do not meet the discharge standards into the river. Article 16 Sand mining and earth borrowing in river courses and beaches must be approved by the river embankment management department, and within the specified scope, they shall be mined and taken according to the Regulations of Tianjin Municipality on the Administration of Earth Borrowing. Without approval, no unit or individual may collect or use it without authorization. Chapter IV Greening Management Article 17 The river embankment management department shall, in accordance with the requirements of "preventing waves near the river and drawing materials from the back of the river", vigorously carry out afforestation and do a good job in embankment greening. Coastal river banks should be adapted to local conditions, planting turf and economic trees.
