The Xinhe Wenbi Pagoda was built in the early Wanli years of the Ming Dynasty by Zhang Dongying, a famous anti-Japanese general in the Ming Dynasty. It is still well preserved. Xinhe Wenbi Tower is a hexagonal five-story pavilion-style building structure, made of bricks and hollow. The tower is about 12.5 meters high and the diameter of the bottom tower is about 1.5 meters. There is a tower door between the platform base and the bottom tower body. The tower door is arched, 1.37 meters high and 0.55 meters wide. Each of the other floors has a coupon door on each side. On the fifth floor, there is a plaque on the north side, inscribed with the four characters "Tiankai Wen Yun", in regular script, with black characters on a yellow background. The top of the tower has six corners and pointed eaves, like a phoenix and a dragon flying. It is covered with tube tiles and topped with a gourd-covered bowl. The decoration of the tower basically imitates wooden buildings, which is very realistic and has many decorative patterns. Except for the bottom floor, every floor of the tower is made of forehead beams and leaning pillars. The lower part of the canopy is decorated with fine hangings. Dougongs are placed on the capitals of the pillars, and the round domes are decorated with slim and fancy elephant trunks.
Comprehensive reinforcement, restoration and repairs were carried out in 1978. In May 1981, it was announced as a county-level cultural relics protection unit. It is now a cultural relic protection unit in Taizhou City.
