Article 6. Individuals living in forest and grassland fire prevention areas and units engaged in production and business activities shall fulfill their obligations of forest and grassland fire prevention in accordance with the requirements of the responsibility system for forest and grassland fire prevention. Ninth county people's government and its relevant departments and township (town) people's government shall regularly or irregularly organize forest and grassland fire prevention publicity and education activities to popularize forest and grassland fire prevention and fighting knowledge. Tenth units and individuals that have made remarkable achievements in preventing and fighting forest and grassland fires shall be commended and rewarded by the county people's government. Chapter II Fire Prevention Article 11 The division of forest and grassland fire prevention zones and their fire risk grades shall be determined by the county people's government in accordance with the relevant provisions of the state and announced to the public. Article 15 The administrative departments of forestry, agriculture and animal husbandry shall, in accordance with the principle of territorial management, urge the units in the fire prevention zone to establish the responsibility system for forest and grassland fire prevention, determine the fire prevention responsibility zone, specify the units and specific persons responsible for fire prevention, equip fire patrol personnel and fire prevention facilities and equipment, and strengthen the supervision of the use of fire in the wild; Establish professional and mass forest and grassland fire fighting teams, and conduct regular training and drills. Sixteenth during the fire prevention period, it is forbidden for any unit or individual to bring inflammable and explosive articles into the fire prevention area; Smoking, burning straw, burning paper, offering sacrifices to Russia, picnicking and other behaviors that may cause forest and grassland fires are prohibited in fire prevention areas. Due to special needs, when the fire risk rating of forest and grassland is below Grade III, with the approval of the administrative department of forestry and agriculture and animal husbandry, fire prevention measures shall be taken in the wild in the fire prevention area, and a special person shall be appointed to take charge. After the fire is used, the residual fire must be completely extinguished. Article 17 During the fire prevention period, when forecasting high-risk weather such as high temperature, drought and strong wind, the county people's government may designate high-risk areas of forests and grasslands, stipulate the high-risk period of forests and grasslands, and issue orders as needed to prohibit all the use of fire in the wild; The use of fire by residents who may cause forest and grassland fires should be strictly controlled. Article 18 During the fire prevention period, with the approval of the county people's government, the administrative departments of forestry and agriculture and animal husbandry shall organize township (town) people's governments, villagers' committees, nature reserves, scenic spots, forest parks and other units to conduct fire safety inspections on vehicles and personnel entering the fire prevention zone. If a fire hazard is found, it shall inform the relevant responsible personnel to take measures to eliminate the fire hazard; Those who refuse to take measures to eliminate fire hazards are prohibited from entering the fire zone or cleaning up or persuading them to leave the fire zone. Nineteenth during the fire prevention period, all kinds of motor vehicles and mechanical equipment entering the fire prevention zone shall be equipped with fire prevention devices and fire fighting equipment in accordance with relevant regulations. Drivers and passengers of operating vehicles driving in the fire area shall publicize the fire safety of passengers, and drivers and passengers shall not discard the fire. Personnel operating machinery and equipment on site shall abide by fire safety operation procedures.

Management units and industrial and mining enterprises of railways, highways, electric power, telecommunications and gas pipelines shall set up fire prevention publicity signs, implement fire prevention measures and organize personnel to do fire prevention inspections.
