Activities for rain and snow, hail prevention, rain elimination, fog elimination, frost prevention and other purposes. Article 3 The city’s artificial weather modification work shall adhere to the principles of people-oriented, unified leadership, scientific standardization, safety and prudence. Article 4 The municipal and agricultural district people's governments shall exercise unified leadership over artificial weather modification work, establish and improve corresponding management systems and working mechanisms, and coordinate and carry out artificial weather modification work as a whole.

Township people’s governments and sub-district offices should cooperate in artificial weather modification work within their jurisdictions. Article 5 The meteorological competent authority shall, under the leadership and coordination of the people's government at the same level, organize, guide and manage artificial weather modification work within its own administrative region.

Article 16 When using aircraft to carry out artificial weather modification operations, the municipal meteorological authority shall apply for airspace and operation time limits in accordance with relevant national regulations.

To use anti-aircraft guns, rocket launchers, etc. to carry out artificial weather modification operations, the district meteorological authority shall apply to the flight control department in advance, and carry out the operation in strict accordance with the approved airspace and time limit.
