Implementation plan of comprehensively promoting funeral reform in towns and villages

In order to fully implement the spirit of the Document Notice of Xinfeng County People's Government Office of Zhongfeng County Committee on Comprehensively Doing a Good Job in Funeral Reform, further strengthen funeral management, implement funeral policies for the benefit of the people, get rid of bad funeral habits, advocate a new fashion of civilized funeral, promote the construction of urban and rural ecological environment, and form a new fashion of simple funeral treatment and civilized sacrifice in the whole town, this implementation plan is formulated in combination with the actual situation of our township.

I. Work objectives

(a) cremation and burial in the cemetery to achieve full coverage. 10, starting from 0: 00 on October 9, 2019,65438, the "Zero Action" will be uniformly implemented throughout the township. After the implementation of "Zero Action", all the remains of the township were cremated. By the end of 20 19, the cremation rate will reach 100%, and the phenomenon of direct burial of remains and secondary coffin burial of ashes will be resolutely put an end.

(two) to achieve rural public cemetery coverage of all administrative villages. Each village should combine the actual situation of the village, choose the appropriate cemetery address, rationally plan the scale of public sacrifice, and ensure that at least one public cemetery in each administrative village radiates to all villages and groups to meet the needs of villagers for burial and grave removal.

(3) "Three Districts and Six Districts" scattered burial: no graves, no new graves. Combined with the requirements of comprehensive improvement of rural living environment and road environment, quickly find out the number of graves in the "three along six districts" within the jurisdiction of villages and groups in my township, do a good job of accounting, concentrate on rectification, and honor the reward and compensation policy. By the end of 20 19, there will be no scattered graves in all areas in the "three borders and six districts" of my township.

Two. Work steps and tasks

(1) Investigation and publicity stage (20 19, 10 to10)

Rapid mobilization deployment. 20 19, 1 0 At the end of June, a leading group for funeral reform in Chongxian Township was established (annex1), and a mobilization meeting for cadres at the township, village and group levels was held to fully mobilize and deploy the funeral reform in the township, clarify the objectives and tasks, and implement the responsible subjects. Intensify the propaganda campaign, and each village should convey the spirit of the meeting before the end of 10 to ensure that it is well known.

2. Do a good job of investigation. Focus on finding out four bases: finding out the number of coffins in villagers' homes and funeral business households;

Find out the number of mass graves that need to be rectified in the "Three Sides and Six Districts", register one by one according to the requirements of number, photo, mountain name, mountain owner and grave owner, and establish a ledger;

Find out the number of burial practitioners (Taoist priests, Mr. Feng Shui, coffin carpenters, coffin dealers, tomb processing dealers, musicians, etc. );

Find out the number of shops of funeral operators. Taking the village as a unit, organize cadres to register the number of coffins, burial practitioners, burial supplies and sacrificial supplies production and sales stores.

3. Comprehensive publicity and launch. Make full use of all kinds of media, and go deep into villages, groups, households, campuses, forest farms, enterprises, etc. by sending notices, hanging slogans, compiling and sending short messages, and touring publicity vehicles. Publicize the funeral reform policy and increase the propaganda offensive. Relevant leading cadres should enter the village and sign a letter of commitment with the villagers in each village (Annex 2). Township public officials, cadres of the two committees of the village branch, villagers' group leaders and party member should take the lead, do a good job in mass propaganda, and make the policies known to everyone.

4. Strengthen staff management. Convene the funeral practitioners such as Taoist priests, Mr. Feng Shui, coffin carpenters, coffin dealers, dealers in tomb tools processing, musicians, etc. to hold a mobilization meeting, bring them into the Red and White Council, understand the basic situation, give appropriate subsidies, guide them to practice according to laws and regulations within the framework of laws, regulations and policies, and become propagandists of civilized and thrifty funeral management.

(2) Construction stage of rural public cemetery (June 20 19 to mid-2020 1 month)

1. Scientific layout and reasonable site selection. 20 19 cemetery site selection will be completed in mid-June 10, and land acquisition and demolition will be completed at the end of June. According to the principle of "land use control planning, land acquisition should be based on 20 years' demand first, and the first phase should be based on 5 years' demand", combined with the principles of land conservation and ecological protection, public welfare forests and natural forests, cultivated land and villages should be avoided, and priority should be given to construction on barren hills, slopes and wasteland on the basis of ensuring convenient transportation.

2. Unified requirements and strict management. Rural public welfare cemeteries need to formulate charging standards in accordance with regulations and requirements, and strictly control the tomb area of public welfare cemeteries, with independent graves not exceeding 0.5 square meters and burial graves not exceeding 0.8 square meters;

All tombs are built with lying monuments, and ecological tombs for saving land, such as tree burial and lawn burial, are planned. The green coverage rate of the cemetery should reach more than 70%, and luxury cemeteries are not allowed.

(3) Special rectification stage (20191to 20 19 65438+2 months)

1. Strengthen the market rectification of funeral supplies. We will effectively strengthen the supervision of the funeral supplies market, carry out joint law enforcement actions under the unified dispatch of the township leading group and the cooperation of the municipal supervision, public security, forestry, civil affairs, urban management and other departments, and severely crack down on shops, craftsmen and sacrifice shopkeepers who manufacture and sell coffins, stones and other funeral supplies according to law. Before the end of 20 19 12, the acquisition will be unified and centralized. 10 will be subsidized according to the standard of 500 yuan per mouth, 1 16 will be subsidized according to the standard of 300 yuan per mouth, and 1 16 will not be subsidized. Realize the "three noes" goal of no coffins in people's homes, no coffin craftsmen in employees and no coffins in the circulation market.

2. Vigorously promote cremation of remains. After the "Zero Action", all the new dead people should be cremated as required and buried in public welfare cemeteries;

If the public cemetery has not been built, the ashes shall be stored in a unified way, and then transferred to the cemetery for burial after the public cemetery is built. Rural areas should take improving cremation rate as the focus and main direction of funeral reform.
