How long has the drought lasted in Yunnan?
In my memory, the drought in Yunnan Province has lasted for more than 8 months. It has rarely rained since the beginning of July last year. Among the 257 days, my blog has recorded There were only 19 rainy days (including drizzle), which was almost unbearable. What I am most concerned about recently is the rain. When asked about drought, benevolent people have different opinions and wise people have different opinions. I read and read newspapers and learned a lot of common sense and opinions. What others say belongs to others, I think normal natural phenomena account for 70%, and the attitude towards the earth in the past few hundred years, especially since humans entered industrial society, accounts for 30%. What makes Yunnanese people particularly unbearable is that the culprits of the destruction of the earth are not Yunnanese, because the places on the earth that have not been damaged or are less damaged at the same latitude are our Yunnan, such as the Xishuangbanna tropical rainforest. But it is a bit unfair that the disaster of drought has happened to Yunnan! Below are the relevant reports I collected about the severe drought: Since the beginning of autumn in 2009, severe drought has occurred in most of southwest my country, as well as in parts of Jiangnan and South China. At present, drought conditions continue to develop in Yunnan, Guangxi and other southwestern regions of my country. Among them, the entire province of Yunnan has experienced a severe drought that is rare in history. Urban and rural residents have severe drinking water difficulties, and the drought relief situation is very severe. According to the relevant provisions of the "National Flood Control and Drought Relief Emergency Plan", on February 24, the National Flood Control and Drought Relief Agency launched a Level II drought response emergency response. Helpless Family Rules This drought hit Yunnan the hardest. Since the autumn of last year, most areas in Yunnan Province have suffered from three consecutive droughts in autumn, winter and spring that have not happened in 60 years. Many reservoirs that used to be sparkling are now dry and bottomed out, and the drought relief situation is extremely severe. The reporter saw in Xiangyun County, Dali, Yunnan, that the Qinghai Lake Reservoir, which used to store 7 million cubic meters of water, has now been turned into a "cow and sheep pasture"; those water hyacinths that should have been green are now broken into pieces with just a pinch. The wind blows away. Large-scale and long-term drought has now caused drinking water difficulties for nearly 6 million people and 3.6 million large livestock in Yunnan. Water is becoming the most cherished thing for people in disaster areas. Pu Chengliang, a villager in Mile County, Honghe Prefecture, established this family rule last September: only use a small basin of water to wash your face and feet. At Pu Chengliang's home, the reporter saw that a small basin of water refers to "a shallow layer of water at the bottom of the basin." After Pu Chengliang, the head of the family, washed her face, her wife came next. After a family of nine washes their faces and feet one after another, the water is poured into the patio and stored. When needed, some is scooped out and fed to the cattle and sheep in the sink outside the house. For five months, Pu Chengliang's family has been strictly implementing this water-saving household rule, and now his family is one of the few in the village that still has water in the patio. Activities such as washing and bathing that once seemed ordinary are now a luxury for villagers. Pu Chengliang told reporters that he has not taken a shower since September last year. He usually saves his clothes and washes them in the river in Panxi Town, Huaning County, 30 kilometers away from home. Pucheng Liang's family is quite lucky at the moment. Due to water shortages, some farmers have begun selling large livestock at low prices. For ordinary farmers, large livestock are good helpers for plowing and pulling carts. Farmers will never sell their cattle unless absolutely necessary. Do everything possible to ensure domestic water supply for urban and rural residents. The drought in Yunnan Province is still continuing. In addition to Yunnan, local drought conditions in Guangxi, Guizhou, Sichuan, Chongqing and other provinces (autonomous regions and municipalities) also continue to develop. According to statistics from the General Office of National Defense on February 25, the drought-affected area across the country was 68.22 million acres. The drought caused drinking water difficulties for 11.88 million people and 8.05 million large livestock. Both values were more than 30% higher than the average for the same period in many years. Zhang Zhitong, executive deputy director of the State Administration of Defense, said that the area affected by drought across the country is now the same as the same period in many years, but the number of people suffering from drinking water difficulties due to drought is 4 million more than usual, so solving the problem of drinking water difficulties for the masses is a very important task at present. Since the outbreak of the drought, leading comrades of the Party Central Committee and the State Council have attached great importance to drought relief work in the southwest region and have issued a series of important instructions. The Ministry of National Defense and the Ministry of Water Resources pay close attention to the development of drought conditions in Yunnan, Guangxi, Guizhou, Sichuan, Chongqing and other places. Since the beginning of this year, the central government has allocated 65 million yuan in drought relief funds, and will soon allocate another estimated total of more than 10 billion yuan in drought relief funds to support people in drought-stricken areas to overcome difficulties and repair and construct water conservancy projects, irrigation projects, etc. At present, various regions in drought-stricken areas are making every effort to ensure urban and rural residents' living water as a top priority.
Zhang Zhitong, executive deputy director of the General Office of National Defense, said that of the 11.8 million people in the country who have difficulty drinking water, 5.97 million are concentrated in Yunnan. Relevant departments in Yunnan Province have organized more than 8 million people to participate in drought relief work. Various regions are doing everything possible to ensure people's daily water supply through various measures such as reservoir water supply, opening up emergency water sources, and transporting water. When this reporter interviewed a few days ago, villagers in Daodui Village, Qujing City, were digging trenches and burying water diversion pipes.
After the ongoing drought caused a water shortage in the village, the Qujing Municipal Environmental Protection Bureau took the initiative to help the village find a drinkable water source and invested 200,000 yuan in purchasing water diversion equipment. In order to divert water to the village as soon as possible, the whole village, young and old, was mobilized, and everyone worked for five consecutive days. This water pipe draws water from a water source 10 kilometers away.
On February 25, water was diverted to the village. At the water point, people who came to fetch water consciously queued up, with long-lost joy on their faces. The diverted water filled the small water cellars of each household that had dried up for a long time. The large water cellar in the village also stored enough water for about three months for more than 80 households in the village. Before the rainy season comes in May, the villagers' water problem has been basically guaranteed. Through emergency water transfer and well digging, drinking water difficulties in some disaster-stricken areas have been initially alleviated. However, as water sources gradually decrease, new people with drinking water difficulties continue to appear, especially those living in mountainous and semi-mountainous areas. The problem of drinking water is more serious. They live in scattered places, have difficulty in transportation, and have difficulty in transporting water. All parties are striving to alleviate the water difficulties of residents in mountainous areas by pulling, carrying, and delivering water. Lu Yan, political commissar of the Ministry of Human Resources and Armed Forces of Dongchuan District, Kunming City, said that they have now dispatched 23 militia water delivery teams to deliver water to the people by using teams to cover villages and groups to cover households. Some ethnic minority villages are located in mountains with inconvenient transportation. The local garrison also organized officers and soldiers to carry spring water on their shoulders to deliver spring water to the villagers. However, at present, a quarter of the township government sites in Yunnan still face difficulties in drinking water. This drought has also had a serious impact on local agriculture. More than 85% of autumn and winter crops such as wheat and sugarcane have been affected by the disaster. It is expected that summer grain production will be reduced by more than half due to the disaster. At present, agricultural departments at all levels have sent technical personnel to go deep into the fields to guide villagers in drought prevention. Fu Mingying, a villager in Zhenxiong County, had two acres of wheat at her home damaged by drought. When she was at a loss what to do, scientific and technical personnel from the county agricultural bureau came to her home to help her plant fruit trees and reduce losses. In severely affected areas, technicians guided villagers to change crops and replant potatoes and other crops in a timely manner to minimize losses. In areas less affected by the disaster, technicians have adopted drought-resistant measures and drought-resistant technologies, strengthened management, and ensured seedlings and a bumper harvest. At present, the drought-resistant irrigation area in Yunnan Province has reached more than 11 million acres, and the land that has been replanted and replanted has reached 2.05 million acres. Drought relief work is still in progress. The drought situation will become more severe. According to the monitoring of the Central Meteorological Observatory, strong convective weather has occurred in parts of southern my country in the past two days. In the next 10 days, rainfall will be more frequent in the south. Contrary to the impact of rain in most of the south, the drought in Yunnan will continue for some time, and the drought relief situation will be more severe. According to the National Defense Directorate, this drought has the characteristics of concentrated disaster-stricken areas, heavier in the south than in the north, long duration and severity, and severe drinking water difficulties for people in the disaster-stricken areas. Faced with the drought, the disaster-stricken areas are taking active actions. According to statistics, drought-stricken provinces (autonomous regions and municipalities) across the country have invested 750 million yuan in drought relief funds, employed 8.98 million people, completed 9.17 million acres of drought relief irrigated land, and temporarily solved the drinking water difficulties for 7.44 million people and 3.57 million large livestock.
