There is no Haizhou City, there is only Haizhou, which is a district of Lianyungang City.
It is located in the south of Lianyungang City, adjacent to Lianyungang District and Dongxin Farm in the east, Guanyun County in the south, Donghai County in the west, and Ganzhou, Lianyungang City in the north by Xinshu River. Facing each other in Yu District, Haizhou is known as "a famous county in the East China Sea" and "the first city in the east of Huaihai".

Haizhou has a long history. According to the earliest historical geography book "Yu Gong", Haizhou belonged to Xuzhou, one of the nine states during the Xia and Shang Dynasties. During the Zhou Dynasty, the original Xuzhou territory was divided into Qingzhou and Yanzhou, and Haizhou belonged to Yanzhou.
During the Spring and Autumn Period and the Warring States Period, it belonged to the State of Lu first, then Chu, and then the State of Tan. The Qin Dynasty belonged to Donghai County.
The Western Han Dynasty belonged to Donghai County of Xuzhou Governor's Department. The Eastern Han Dynasty was affiliated to Donghai County of the Xuzhou Governor's Department. During the Wei Dynasty of the Three Kingdoms, it belonged to the East China Sea Kingdom.
The Western Jin Dynasty was affiliated to Donghai County of Xuzhou. In the first year of Taiyu, Emperor Ming of the Southern Song Dynasty, Qingzhou and Jizhou were established on Yuzhou Island. In the first year of the founding of Emperor Gao of Qi Dynasty, Donghai County was transferred to Jizhou and renamed Beidonghai County.
