As for whether the land your family purchased was state-owned or collectively owned, it depends on the supporting documents provided by the seller when you purchased the land use rights. This is not defined by distance from the county seat. If the seller provides a state-owned land use right certificate, it can be determined to be state-owned construction land, and the newly built house will not be classified as small property rights; if the seller provides a land use certificate for collective construction land, the newly constructed property will be classified as small property rights. Of course, there is another possibility that there is no certificate at all, and only the use contract or other information signed by the seller and the village committee is provided, which is even worse in nature.
